(6) Establish, coordinate, <strong>and</strong> disseminate ROE to all subordinate comm<strong>and</strong>ers.<br />

(7) A supported JFC normally designates a space coordinating authority (SCA) to<br />

coordinate joint space operations <strong>and</strong> integrate space capabilities. Based on the complexity<br />

<strong>and</strong> scope of operations, the JFC can either retain SCA or designate a component<br />

comm<strong>and</strong>er as the SCA.<br />

b. The JFC’s staff assists in the decision-making process. The staff’s sole function is<br />

comm<strong>and</strong> support, <strong>and</strong> its only authority is delegated to it by the JFC. The staff plans,<br />

monitors, advises, <strong>and</strong> coordinates the above listed JFC responsibilities. The JFC has the<br />

authority <strong>and</strong> latitude to organize the staff <strong>and</strong> assign responsibilities to ensure unity of effort<br />

<strong>and</strong> accomplishment of assigned missions (to include joint counterair operations). The<br />

composition of the staff normally reflects the composition of the joint force to ensure those<br />

responsible for employing joint forces have thorough knowledge of total force capabilities,<br />

needs, <strong>and</strong> limitations. Normally, each staff division is responsible for a specific area <strong>and</strong> is<br />

required to coordinate its actions, planning, <strong>and</strong> progress with other concerned divisions <strong>and</strong><br />

agencies within the comm<strong>and</strong>. The primary staff divisions <strong>and</strong> their responsibilities are<br />

discussed in detail in <strong>JP</strong> 3-33, Joint Task Force Headquarters.<br />

5. Component Comm<strong>and</strong>ers<br />

a. Service Components. The Service component comm<strong>and</strong>ers are responsible for<br />

making available to the JFACC those counterair forces/capabilities not required for their<br />

primary roles <strong>and</strong> tasks per the apportionment guidance by the JFC. They are responsible for<br />

passing warnings of air <strong>and</strong> missile attacks to their forces <strong>and</strong> for establishing the means of<br />

C2 for the decentralized execution of counterair operations. Some of the Service<br />

components are capable of establishing regional/sector AD comm<strong>and</strong>s <strong>and</strong> providing the<br />

regional air defense comm<strong>and</strong>ers (RADCs)/sector air defense comm<strong>and</strong>ers (SADCs). The<br />

following are elements of the Service components that support counterair:<br />

(1) Army. The comm<strong>and</strong>er, Army air <strong>and</strong> missile defense comm<strong>and</strong> (AAMDC), is<br />

the Army forces (ARFOR) operational lead for counterair operations who ensures the<br />

ARFOR contribution is properly planned, coordinated, integrated, <strong>and</strong> synchronized. The<br />

AAMDC provides a significant focus on countering adversary offensive air <strong>and</strong> missile<br />

capabilities. The comm<strong>and</strong>er, AAMDC, is normally designated the theater Army air <strong>and</strong><br />

missile defense coordinator (TAAMDCOORD) for the theater Army comm<strong>and</strong>er or the joint<br />

force l<strong>and</strong> component comm<strong>and</strong>er (JFLCC), if one is established. As approved by the JFC,<br />

the AADC may designate the comm<strong>and</strong>er, AAMDC, as a deputy area air defense<br />

comm<strong>and</strong>er (DAADC) for AMD in support of the AADC for DCA operations. The<br />

AAMDC is responsible for balancing the Army counterair assets/capabilities between the<br />

Army/JFLCC maneuver units <strong>and</strong> the theater level requirements established in the JFC<br />

approved defended asset list (DAL) <strong>and</strong> the AADP. The AAMDC ensures that Army theater<br />

AMD operations are internally coordinated <strong>and</strong> properly integrated with the joint force <strong>and</strong><br />

MNFs. The Army provides C2, sensors, <strong>and</strong> weapon systems for counterair, but does not<br />

provide the capability for regional/sector AD comm<strong>and</strong>s within the l<strong>and</strong> component area of<br />

operations (AO). Regional/sector AD comm<strong>and</strong>s are normally provided by C2 elements<br />
