(11) Make OCA attack operations recommendations to the JFC/JFACC to help<br />
counter the air <strong>and</strong> missile threat. The AADC should prioritize those desired effects to be<br />
created to support achievement of objectives through OCA.<br />
(12) As approved by the JFC, coordinate with supported/supporting comm<strong>and</strong>s for<br />
cross-AOR operations (e.g., cross-AOR BMD).<br />
f. DAADC. When a significant portion of the DCA capability is contributed by a<br />
component other than that of the AADC, a senior officer from that component may be<br />
designated by the JFC or AADC as a DAADC. DAADC responsibilities include assisting in<br />
AADP development; integrating respective component <strong>and</strong> multinational AMD into DCA<br />
operations; <strong>and</strong> advising on ROE, ACMs, weapons control measures, air defense warnings<br />
(ADW), <strong>and</strong> respective component AMD operations <strong>and</strong> capabilities. As the senior Army<br />
air defender, the comm<strong>and</strong>er, AAMDC, is normally designated as a DAADC <strong>and</strong> advises the<br />
AADC on the best distribution of the Army AMD capabilities between the requirements for<br />
the theater level DAL <strong>and</strong> maneuver forces of the ARFOR/JFLCC. As a DAADC, the<br />
comm<strong>and</strong>er, AAMDC, will deploy personnel <strong>and</strong> equipment to the JAOC.<br />
Note: The Army BCD normally deployed to the <strong>Air</strong> Force air <strong>and</strong> space operations center or<br />
the JAOC is only a liaison element. Although the BCD has an AD section, responsibility to<br />
integrate the ARFOR AMDs resides with the senior ADA comm<strong>and</strong>er, normally the<br />
comm<strong>and</strong>er, AAMDC.<br />
8. Regional <strong>and</strong> Sector <strong>Air</strong> <strong>Defense</strong> Comm<strong>and</strong>ers<br />
During complex operations/campaigns conducted in a large JOA/theater of operations,<br />
the AADC may recommend <strong>and</strong> the JFC may approve the division of the operational area<br />
into separate AD regions, each with a RADC who could be delegated responsibilities <strong>and</strong><br />
decision-making authority for DCA operations within the region. The AADC <strong>and</strong> RADC, as<br />
approved by the JFC, may choose to further divide regions into sectors, each with a SADC<br />
with appropriate authority for their responsibilities. Generally, the regions/sectors are based<br />
on geographic size <strong>and</strong> obstacles/features overl<strong>and</strong>. When RADCs/SADCs are employed in<br />
support of BMD operations, regional/sector boundaries are normally assigned on the basis of<br />
predicted BM impact points. The open ocean <strong>and</strong> littorals normally are part of a maritime<br />
AO/region <strong>and</strong> the RADC/SADC may be afloat, so its complete integration with the<br />
bordering l<strong>and</strong>-based RADC/SADC <strong>and</strong> the AADC is essential to prevent a seam in the<br />
IADS. The core of a RADC/SADC is a Service component air control/AD organization<br />
with the necessary situational awareness <strong>and</strong> communications links up to the<br />
AADC/JFACC/JFC, down to the tactical units’ operation centers, <strong>and</strong> laterally to other<br />
RADCs/SADCs. A tactical data link (TDL) such as Link 16 enables sharing of the CTP<br />
between Service systems <strong>and</strong> RADCs/SADCs. The COP at the higher echelons, normally a<br />
Global Comm<strong>and</strong> <strong>and</strong> Control System (GCCS) environment, includes the Link 16 CTP data.<br />
a. The maritime component (NAVFOR/JFMCC) normally has the open ocean <strong>and</strong><br />
littorals as a region with a Navy AMDC on an Aegis ship, but the littorals also could be<br />
covered by a Navy tactical air control center (TACC) or Marine TAOC. Over l<strong>and</strong>, there<br />
