d. Assumptions. State the assumptions relevant to the situation, mission, forces,<br />
capabilities, threat, etc., that will affect the comm<strong>and</strong>ers’ decisions.<br />
3. Analysis<br />
Analyze each COA using evaluation criteria. Identify those aspects in the JFC’s plan<br />
that create difficulty in providing DCA coverage <strong>and</strong> affect the ability of the force to<br />
accomplish its mission.<br />
4. Comparison<br />
a. Compare COAs using evaluation criteria. Rank order COAs for each key<br />
consideration. A decision matrix should visually support comparison. Present a DCA COA<br />
for each JFC COA.<br />
b. Each COA should include the following aspects:<br />
(1) DCA mission.<br />
(2) DCA priorities.<br />
(3) DCA fires.<br />
(4) DCA scheme of maneuver.<br />
(5) Task organization.<br />
(6) Comm<strong>and</strong> <strong>and</strong> support relationships.<br />
(7) Key passive AD measures.<br />
5. Recommendations <strong>and</strong> Conclusions<br />
a. Recommended COA based on the comparison.<br />
(1) Indicate which joint COA(s) DCA can best support (using the elements of who,<br />
what, where, when, how, <strong>and</strong> why).<br />
(2) Recommend list of DCA priorities.<br />
(3) State the recommended DCA organization for combat <strong>and</strong> employment of other<br />
active DCA assets.<br />
(4) Possible OCA targets.<br />
