integration, <strong>and</strong> deconfliction of all joint counterair operations with other component<br />
operations.<br />
e. An IADS normally is established by the JFACC/AADC for DCA with the JAOC<br />
leading its operation. The IADS is a robust integration of the Services’ AMD capabilities<br />
<strong>and</strong> comprises sensors, weapons, COMNETs, C2 systems, intelligence systems, <strong>and</strong><br />
personnel. The IADS allows the JFACC/AADC to optimize mutual support with the<br />
strengths of the Services’ capabilities while “covering” for their limitations.<br />
f. The JFACC establishes a component joint data networks operations officer equivalent<br />
(CJE), as does each of the joint force components. The CJEs support the JFC’s joint data<br />
network (JDN) operations officer (JDNO) who is responsible for the common tactical picture<br />
(CTP). The JFC typically designates the JFACC as the designated component comm<strong>and</strong>er<br />
for the joint multi-tactical data link network (MTN).<br />

7. Area <strong>Air</strong> <strong>Defense</strong> Comm<strong>and</strong>er<br />
a. The JFC designates an AADC with the authority to plan, coordinate, <strong>and</strong> integrate<br />
overall joint force DCA operations. The AADC normally is the component comm<strong>and</strong>er with<br />
the preponderance of AMD capability <strong>and</strong> the C2 <strong>and</strong> intelligence capability to plan,<br />
coordinate, <strong>and</strong> execute integrated AMD operations, including real-time battle management.<br />
b. Normally, for a large operation/campaign, the AADC will establish an IADS through<br />
the comprehensive integration of all available component C2 systems <strong>and</strong> AMD<br />
capabilities/assets. In the interest of decentralized execution, the AADC <strong>and</strong><br />
RADCs/SADCs should be granted the necessary authorities to synchronize/deconflict <strong>and</strong><br />
control engagements <strong>and</strong> to exercise battle management. Those authorities may include ID,<br />
commitment, emissions control, <strong>and</strong> engagement, all of which are discussed in Chapter III,<br />
“Counterair Planning,” paragraph 13, “Identification, Commitment, <strong>and</strong> Engagement<br />
Authorities.”<br />
c. The JFC will define the comm<strong>and</strong> relationships between the AADC <strong>and</strong> other joint<br />
force component comm<strong>and</strong>ers. Components will provide representatives, as appropriate, to<br />
the AADC’s headquarters to provide both specific weapon systems expertise <strong>and</strong> broader<br />
mission expertise. If the JFACC is the AADC, or they are colocated, those representatives<br />
normally are within the same liaison elements provided to the JAOC (BCD, AAMDC,<br />
NALE, MARLE, <strong>and</strong> SOLE). If the AADC is not located at the JAOC, then appropriate<br />
liaison elements will be required from the Service/functional components.<br />
d. With the support of the component comm<strong>and</strong>ers, the AADC develops, integrates,<br />
<strong>and</strong> distributes a JFC-approved joint AADP. A critical feature of a joint, integrated plan<br />
