4. Global Ballistic <strong>Missile</strong> <strong>Defense</strong> Planning<br />
a. GBMD requires a collaborative process that provides GCCs with the ability to<br />
coordinate cross-AOR BMD in multiple theaters while preserving functions performed at the<br />
GCC level <strong>and</strong> below. While such a planning process is designed to mitigate risks associated<br />
with BM threats, it also enhances a GCC’s ability to employ forces <strong>and</strong> capabilities within<br />
their AOR in support of another GCC. Planners balance competing requirements for lowdensity<br />
<strong>and</strong> high-dem<strong>and</strong> strategic resources.<br />
b. To ensure that GBMD planning supports a CCDR’s overall campaign planning <strong>and</strong><br />
facilitates integration of missile defense force requirements with Global Force Management<br />
processes, the collaborative planning process must be conducted in accordance with<br />
established DOD deliberate planning activities.<br />
c. Planning activities identify potential areas of risk to GCC <strong>and</strong> JFC operations. Any<br />
consideration of missile defense resources <strong>and</strong> shared airspace should account for the fact<br />
that BMD resources are integral to the theater counterair mission when the JFC desires air<br />
superiority to accomplish an assigned mission. Some BMD resources, specifically Aegis<br />
BMD ships, are multi-mission platforms that may also be required for strike <strong>and</strong> anti-surface<br />
or antisubmarine warfare tasking in support of the JFC’s CONOPS. In addition to producing<br />
planning products, planning activities serve to identify capability shortfalls <strong>and</strong> explore<br />
materiel <strong>and</strong> non-materiel solutions to mitigate vulnerabilities in the protection of the<br />
homel<strong>and</strong>, deployed US forces, allies, <strong>and</strong> friends.<br />
d. Planning for BMD should include coordination of launch warnings, offensive<br />
operations that support a missile defense strategy, plan assessment metrics, Global Force<br />
Management, <strong>and</strong> C2 of missile defense operations. Gaps <strong>and</strong> seams between AOR<br />
boundaries <strong>and</strong> between forces in different AORs can be areas of risk. Procedures for<br />
distribution <strong>and</strong> control of fires between AORs should be addressed during planning.<br />
Collaborative planning efforts should produce recommendations to mitigate operational gaps<br />
<strong>and</strong> vulnerabilities associated with BM threats.<br />
e. In preparation for deployment of BMD forces in support of a GCC, the principal<br />
players will participate in joint collaborative planning. This is done using the supported<br />
GCC’s priorities <strong>and</strong> CALs/DALs, <strong>and</strong> results in development of the theater AADP,<br />
finalization of the ROE <strong>and</strong> engagement criteria, refinement of existing defense plans,<br />
coordination of cross-AOR engagement requirements, <strong>and</strong> force allocation. Multinational<br />
BMD forces should be included in all phases of planning, <strong>and</strong> training of those forces must<br />
be considered.<br />
5. Global Synchronization of Ballistic <strong>Missile</strong> <strong>Defense</strong> Planning<br />
a. GCCs are responsible for planning <strong>and</strong> executing BMD within their geographic<br />
AORs <strong>and</strong> other areas as directed. SecDef designates supported <strong>and</strong> supporting<br />
comm<strong>and</strong>ers. As a general rule, a GCC under missile attack will be the supported<br />
comm<strong>and</strong>er. CDRUSNORTHCOM is the supported comm<strong>and</strong>er for homel<strong>and</strong> BMD <strong>and</strong><br />
may be the supporting comm<strong>and</strong>er for BMD in other theaters. As either a supported or<br />
