(7) ROE. ROE are the means to provide military comm<strong>and</strong>ers guidance for<br />

weapons employment consistent with law <strong>and</strong> policy. Due to short engagement timelines<br />

<strong>and</strong> the vulnerability of communications relating to GBMD, robust, prior political<br />

agreements will need to be reached, planning synchronized, <strong>and</strong> operations thoroughly<br />

trained <strong>and</strong> exercised. A set of general st<strong>and</strong>ing ROE is essential for all BMD <strong>and</strong> GBMD.<br />

ROE must comply with the requirements of any alliance, treaty, coalition, bilateral, or<br />

multilateral agreements to which the United States is a party. Agreements between coalition<br />

<strong>and</strong>/or allied nations should be reached to permit interceptor <strong>and</strong> sensor operations in<br />

territorial airspace.<br />

(8) International Law. Due to the short engagement timelines <strong>and</strong> the vulnerability<br />

of communications between nations, tasking <strong>and</strong> engagement authorities for multinational<br />

forces <strong>and</strong> resources conducting GBMD must be planned <strong>and</strong> take into account individual<br />

national interpretations of international law <strong>and</strong> constitutional limitations. Planners must<br />

also recognize that each nation in a coalition or alliance may invoke separate, legal, <strong>and</strong><br />

political obligations to third parties through treaties, alliances, <strong>and</strong> other such bilateral or<br />

multilateral agreements. DOD forces will adhere to the law of armed conflict during all<br />

military operations.<br />

(9) Collateral Effects. Two key planning considerations are minimizing collateral<br />

effects of BMD offensive actions <strong>and</strong> defensive measures to minimize the effects of hostile<br />

BMD attacks. In principle, priority should be given to actions that maximize the probability<br />

of success of actions saving the most lives. <strong>Defense</strong> effectiveness should take primacy over<br />

debris mitigation when protecting a defended asset. Response actions to the collateral effects<br />

of BMD employment may include responding to personal injury, property loss, terrestrial or<br />

space debris cleanup resulting from BMD engagements or testing, high-altitude EMP, <strong>and</strong><br />

CBRN. The coordination of information between organizations planning BMD <strong>and</strong> potential<br />

HN first responders is essential. Moreover, partner nations will require a system or systems<br />

to warn member nations <strong>and</strong> affected third parties on defensive actions <strong>and</strong> possible<br />

consequences.<br />

e. Contributing Capabilities<br />

(1) <strong>Missile</strong> Warning. BMD is greatly enabled by persistent <strong>and</strong> reliable strategic<br />

indications <strong>and</strong> warnings. Space-based <strong>and</strong> ground-based systems are crucial for timely<br />

detection <strong>and</strong> communicating warning of nuclear detonations or adversary use of BMs<br />

against US forces <strong>and</strong> allies. Integrated tactical warning <strong>and</strong> attack assessment systems are<br />

essential for the execution of the US strategic missile warning for attacks on the US <strong>and</strong><br />

Canada. Tactical warning is a notification to C2 centers that a specific threat event is<br />

occurring or has occurred. Attack assessment is an evaluation of information to determine<br />

the potential or actual nature <strong>and</strong> objectives of an attack for the purpose of providing<br />

information for timely decisions. The component elements that describe threat events<br />

include the country of origin, the event type <strong>and</strong> size, the country that is determined to be<br />
