Introduction<br />
BMD strategy should include an offensive capability, because some BM threats cannot be<br />
deterred by massive retaliation or BMD. If a strategic threat requires offensive<br />
actions/operations to protect the homel<strong>and</strong>, CDRUSSTRATCOM may provide global strike<br />
capabilities in direct coordination with a supported/supporting GCC, as directed by the<br />
President. An overseas GCC (or subordinate JFC) may be tasked to support homel<strong>and</strong><br />
defense by offensive actions against hostile missile threats, or BMD support after the launch<br />
of a hostile missile. Because of the time-sensitivity <strong>and</strong> difficulty of defending against a<br />
potential missile threat after launch, GCCs in the forward regions of the world <strong>and</strong> functional<br />
CCDRs should have plans/agreements with appropriate operating procedures for offensive<br />
actions/operations supporting defense of the homel<strong>and</strong> <strong>and</strong> other friendly nations as may be<br />
directed by the President/SecDef.<br />

6. Global Ballistic <strong>Missile</strong> <strong>Defense</strong><br />
The proliferation of WMD <strong>and</strong> missile technology requires a globally oriented capacity<br />
for BMD of the homel<strong>and</strong> <strong>and</strong> the overseas theaters. Strategic planning documents task each<br />
GCC with some form of missile defense <strong>and</strong> the employment of appropriate force should<br />
deterrence fail. CDRUSSTRATCOM is responsible for synchronizing planning for global<br />
missile defense <strong>and</strong> coordinating global missile defense operations support. GBMD is the<br />
overarching characterization of the cumulative (worldwide) planning <strong>and</strong> coordination for<br />
those defensive capabilities designed to neutralize, destroy, or reduce the effectiveness of<br />
enemy BM attacks whether within or across the boundaries of any GCC’s AOR. GBMD<br />
recognizes the phased adaptive approach to BMD tailored to the threats unique to each<br />
theater. GCCs should anticipate theater BMD operations, some of which may be cross-AOR<br />
BMD. Unless otherwise directed by the President/SecDef, the GCCs of targeted AORs are<br />
the supported comm<strong>and</strong>ers for BMD planning <strong>and</strong> operations within their AORs/theaters of<br />
operations. Multiple GCCs can potentially conduct BMD operations in their theaters<br />
simultaneously. For intratheater BMD, a GCC may control all elements involved but, as the<br />
range of threat missiles increases, so does the potential cross-AOR impact. The links from<br />
sensors to decision makers to shooters must occur rapidly <strong>and</strong> reliably, often across<br />
traditional geographic <strong>and</strong> AOR boundaries. For example, a missile launch that crosses<br />
AOR boundaries complicates C2 of defensive assets <strong>and</strong> actions <strong>and</strong> requires timely<br />
planning, coordination, <strong>and</strong> rehearsal among multiple affected GCCs prior to anticipated<br />
execution. Also, GCCs should anticipate planning for some form of support in their AORs<br />
for a homel<strong>and</strong> BMD strategy that includes offensive options against a BM threat should<br />
deterrence fail. CCDRs (<strong>and</strong> their subordinate JFCs as applicable) coordinate their BMD<br />
planning <strong>and</strong> support with CDRUSSTRATCOM (JFCC-IMD).<br />
