(4) Provide IO strategies to neutralize enemy air <strong>and</strong> missile threats while<br />

preserving friendly offensive <strong>and</strong> defensive capability.<br />

(5) Perform the duties of the AADC when directed by the JFC.<br />

(6) Perform the duties of the ACA when directed by the JFC.<br />

(7) Perform the duties of the SCA when directed by the JFC.<br />

(8) When approved by the GCC <strong>and</strong> directed by the JFC, coordinate cross-AOR<br />

operations with the JFACC/JFC in adjacent AORs.<br />

c. The JFACC plans, directs, <strong>and</strong> executes counterair operations throughout the<br />

theater/JOA in accordance with JFC guidance <strong>and</strong> priorities, <strong>and</strong> therefore determines the<br />

priority, timing, <strong>and</strong> effects of counterair fires throughout the theater/JOA. When the JFC<br />

designates l<strong>and</strong>/maritime force comm<strong>and</strong>ers, they are the supported comm<strong>and</strong>ers within their<br />

designated AOs, <strong>and</strong> they synchronize maneuver, fires, <strong>and</strong> interdiction within their AOs, to<br />

include prioritizing targets, effects, <strong>and</strong> timing of fires. The JFACC has the latitude to plan<br />

<strong>and</strong> execute JFC prioritized missions within a l<strong>and</strong> or maritime AO in coordination with that<br />

l<strong>and</strong> or maritime force comm<strong>and</strong>er.<br />

(1) Although the JFACC normally has the latitude to plan <strong>and</strong> execute high-priority<br />

counterair operations <strong>and</strong> to attack targets within the l<strong>and</strong> <strong>and</strong> maritime AOs, the JFACC<br />

must coordinate specific counterair operations with those component comm<strong>and</strong>ers to avoid<br />

adverse affects <strong>and</strong> fratricide. If counterair operations would have adverse effects within a<br />

component’s AO, then the JFACC must adjust the plan, resolve the issue with that<br />

component comm<strong>and</strong>er, or consult with the JFC for resolution.<br />

(2) The JFC may designate <strong>and</strong> prioritize certain time-sensitive targets (TSTs) that<br />

require immediate action whenever <strong>and</strong> wherever those TSTs are found. In doing so, the<br />

JFC has assessed <strong>and</strong> approved the higher risk for that priority target. The JFACC, JFLCC,<br />

JFMCC, <strong>and</strong> JFSOCC must plan, coordinate, <strong>and</strong> rehearse how the JFACC will<br />

engage TSTs within the l<strong>and</strong> <strong>and</strong> maritime AOs <strong>and</strong> the joint special operations areas.<br />

d. A JAOC normally functions as the JFACC’s principal operations center. It links with<br />

national <strong>and</strong> theater sensors, intelligence, communications, <strong>and</strong> component operations<br />

centers. The Service component comm<strong>and</strong>ers dual-designated as JFACCs will normally use<br />

their organic air operations centers to form the cores of their JAOCs. Other component<br />

comm<strong>and</strong>ers normally will augment the JAOC. The effectiveness of the JAOC also rests on<br />

the expertise of component liaisons such as the Army battlefield coordination detachment<br />

(BCD), naval <strong>and</strong> amphibious liaison element (NALE), Marine liaison element (MARLE),<br />

the SOLE, <strong>and</strong> the AAMDC element. These liaison elements enhance coordination between<br />

their component comm<strong>and</strong>ers <strong>and</strong> the JFACC. The JFACC may establish one or more joint<br />

air component coordination elements (JACCEs) with other comm<strong>and</strong>ers’ headquarters to<br />

better integrate joint air operations with their operations. When established, the JACCE is a<br />

component level liaison that serves as the direct representative of the JFACC. The<br />

component operations centers <strong>and</strong> liaison elements facilitate the planning, coordination,<br />
