a. A primary objective the staff seeks to attain for the comm<strong>and</strong>er <strong>and</strong> for subordinate<br />

comm<strong>and</strong>ers is situational awareness, a prerequisite for comm<strong>and</strong>ers to underst<strong>and</strong> <strong>and</strong><br />

anticipate counterair opportunities <strong>and</strong> challenges. In simplest terms, this results in the<br />

ability “to see first, underst<strong>and</strong> first, <strong>and</strong> act first” across the full range of military operations.<br />

Therefore, supporting situational awareness at this level dictates technical integration of joint<br />

data <strong>and</strong> communications systems for the MTN. True underst<strong>and</strong>ing should be the basis for<br />

information provided to comm<strong>and</strong>ers in order to make decisions. Knowledge of friendly<br />

capabilities <strong>and</strong> enemy capabilities, intentions, <strong>and</strong> likely COAs enables comm<strong>and</strong>ers to<br />

focus joint counterair efforts where they best <strong>and</strong> most directly contribute to achieving air<br />

superiority objectives. Further, the JFC’s situational awareness must be broad to include the<br />

relevant actions <strong>and</strong> intentions of MNF partners, civilian agencies, adjacent comm<strong>and</strong>s,<br />

higher headquarters, <strong>and</strong> HN authorities.<br />

b. The CCDR uses the COP <strong>and</strong> CTP for theater situational awareness. A subordinate<br />

JFC uses the COP <strong>and</strong> CTP as graphic depictions of the situation within the theater/JOA.<br />

There may be multiple CTP inputs to the COP. The COP <strong>and</strong> CTP normally indicate<br />

position location information of significant friendly, neutral, unknown, <strong>and</strong> enemy forces.<br />

The COP <strong>and</strong> CTP are normally shared with the component comm<strong>and</strong>s. The COP is at best<br />

NRT. Currently, the COP is the picture provided in the GCCS, supplemented by Comm<strong>and</strong><br />

<strong>and</strong> Control Battle Management <strong>and</strong> Communications System-provided BMD situation<br />

awareness at key locations. A COP facilitates collaborative counterair planning <strong>and</strong> assists<br />
