development, testing, and evaluation to improve capabilities. The output from these
collaborative planning efforts should be the ability to create effects recommended by the
supported GCC for countering BM threats. GCCs operating assets within one AOR tasked
to support BMD within another AOR have the responsibility to plan and coordinate with
appropriate GCCs and USSTRATCOM. Multi-mission assets residing within a supported
commander’s area may be required to support another GCC’s operations. MDA maintains
control of R&D assets that are a potential source of additional BMD capability. When
required, USSTRATCOM, in conjunction with applicable GCCs and MDA, will recommend
to SecDef activating early delivery capability assets to support the missile defense mission.
The BMDS Emergency Activation Plan governs activation of developmental BMD assets.
b. GBMD Logistics Support. The UCP assigns CDRUSSTRATCOM responsibility for
coordinating global missile defense operations support. BMD logistics status reporting and
assessment is a synchronized effort conducted with geographic and functional combatant
commands and MDA. Logistics reporting is directly associated with operational capability
reporting procedures, and a logistics situation report is initiated upon a change in the
operational capability of a missile defense asset. USSTRATCOM and JFCC-IMD logistics
directorates establish and verify BMDS logistics reporting and assessment procedures; they
receive and consolidate reports from the GCCs, their components, and MDA, including
assets in a developmental status identified to support operational missions.
c. GBMD Training and Exercises. To minimize the risk of fratricide while providing
seamless defense, coordination must be rehearsed, not just planned. Demonstrating
proficiency in the implementation of emerging BMD concepts requires training and
exercises in cross-AOR BMD situations to refine and validate processes and procedures,
highlight potential BMD gaps between AORs, and develop options to mitigate associated
risk. USSTRATCOM, operational plans and interoperability directorate of a joint staff (J-7),
and MDA tri-chair the BMD Training and Education Group, which identifies and resolves
joint and multinational issues and establishes policies, procedures, and standards for BMD
training and education as identified by the GCCs or Services. Additionally, the group assists
combatant commands and Services in defining and coordinating enhanced, jointly integrated,
standardized, and cost-effective BMD training and education for the warfighter.
d. GBMD Security and Force Protection. USSTRATCOM has oversight authority for
determining security requirements for GBMD and designates security system levels for
operational or operationally capable missile defense components and systems.
USSTRATCOM provides basic standardized guidance on physical security requirements to
protect missile defense mission systems and assets. GCCs have force protection authority
and responsibility for missile defense sites or systems located in their AORs, and generally,
that responsibility falls to the lead Service for the asset unless other agreements have been
made.
e. GBMD System Certification. CDRUSSTRATCOM is responsible for the
management and control of the integrity of systems responsible for strategic and space
warning, theater warning, and missile defense. The certification process provides
CDRUSSTRATCOM and GCCs with assurance that a new system or system change satisfies
system integrity requirements and is capable of accomplishing its assigned mission.
