development, testing, <strong>and</strong> evaluation to improve capabilities. The output from these<br />

collaborative planning efforts should be the ability to create effects recommended by the<br />

supported GCC for countering BM threats. GCCs operating assets within one AOR tasked<br />

to support BMD within another AOR have the responsibility to plan <strong>and</strong> coordinate with<br />

appropriate GCCs <strong>and</strong> USSTRATCOM. Multi-mission assets residing within a supported<br />

comm<strong>and</strong>er’s area may be required to support another GCC’s operations. MDA maintains<br />

control of R&D assets that are a potential source of additional BMD capability. When<br />

required, USSTRATCOM, in conjunction with applicable GCCs <strong>and</strong> MDA, will recommend<br />

to SecDef activating early delivery capability assets to support the missile defense mission.<br />

The BMDS Emergency Activation Plan governs activation of developmental BMD assets.<br />

b. GBMD Logistics Support. The UCP assigns CDRUSSTRATCOM responsibility for<br />

coordinating global missile defense operations support. BMD logistics status reporting <strong>and</strong><br />

assessment is a synchronized effort conducted with geographic <strong>and</strong> functional combatant<br />

comm<strong>and</strong>s <strong>and</strong> MDA. Logistics reporting is directly associated with operational capability<br />

reporting procedures, <strong>and</strong> a logistics situation report is initiated upon a change in the<br />

operational capability of a missile defense asset. USSTRATCOM <strong>and</strong> JFCC-IMD logistics<br />

directorates establish <strong>and</strong> verify BMDS logistics reporting <strong>and</strong> assessment procedures; they<br />

receive <strong>and</strong> consolidate reports from the GCCs, their components, <strong>and</strong> MDA, including<br />

assets in a developmental status identified to support operational missions.<br />

c. GBMD Training <strong>and</strong> Exercises. To minimize the risk of fratricide while providing<br />

seamless defense, coordination must be rehearsed, not just planned. Demonstrating<br />

proficiency in the implementation of emerging BMD concepts requires training <strong>and</strong><br />

exercises in cross-AOR BMD situations to refine <strong>and</strong> validate processes <strong>and</strong> procedures,<br />

highlight potential BMD gaps between AORs, <strong>and</strong> develop options to mitigate associated<br />

risk. USSTRATCOM, operational plans <strong>and</strong> interoperability directorate of a joint staff (J-7),<br />

<strong>and</strong> MDA tri-chair the BMD Training <strong>and</strong> Education Group, which identifies <strong>and</strong> resolves<br />

joint <strong>and</strong> multinational issues <strong>and</strong> establishes policies, procedures, <strong>and</strong> st<strong>and</strong>ards for BMD<br />

training <strong>and</strong> education as identified by the GCCs or Services. Additionally, the group assists<br />

combatant comm<strong>and</strong>s <strong>and</strong> Services in defining <strong>and</strong> coordinating enhanced, jointly integrated,<br />

st<strong>and</strong>ardized, <strong>and</strong> cost-effective BMD training <strong>and</strong> education for the warfighter.<br />

d. GBMD Security <strong>and</strong> Force Protection. USSTRATCOM has oversight authority for<br />

determining security requirements for GBMD <strong>and</strong> designates security system levels for<br />

operational or operationally capable missile defense components <strong>and</strong> systems.<br />

USSTRATCOM provides basic st<strong>and</strong>ardized guidance on physical security requirements to<br />

protect missile defense mission systems <strong>and</strong> assets. GCCs have force protection authority<br />

<strong>and</strong> responsibility for missile defense sites or systems located in their AORs, <strong>and</strong> generally,<br />

that responsibility falls to the lead Service for the asset unless other agreements have been<br />

made.<br />

e. GBMD System Certification. CDRUSSTRATCOM is responsible for the<br />

management <strong>and</strong> control of the integrity of systems responsible for strategic <strong>and</strong> space<br />

warning, theater warning, <strong>and</strong> missile defense. The certification process provides<br />

CDRUSSTRATCOM <strong>and</strong> GCCs with assurance that a new system or system change satisfies<br />

system integrity requirements <strong>and</strong> is capable of accomplishing its assigned mission.<br />
