including considerations for any MNF assets. The systems will include large, fixed site C2<br />

facilities, small remote relay sites, mobile l<strong>and</strong> <strong>and</strong> maritime sites, <strong>and</strong> airborne systems.<br />

These systems should be connected to comm<strong>and</strong>ers at appropriate decision <strong>and</strong> execution<br />

levels to integrate forces <strong>and</strong> missions. The C2 architecture provides the timely intelligence<br />

<strong>and</strong> operational information needed to plan, employ, coordinate, deconflict, execute, <strong>and</strong><br />

sustain joint counterair operations. These systems also facilitate the integration of counterair<br />

with other joint operations via rapid communications among comm<strong>and</strong>ers, staffs, sensors,<br />

weapon systems, <strong>and</strong> supporting agencies.<br />

(1) Part of that infrastructure is the TAGS, a system of the various component airground<br />

systems integrated for planning <strong>and</strong> execution of air-ground operations. The TAGS<br />

consists of an overarching joint C2 architecture <strong>and</strong> Service coordination links. It is not a<br />

formal system in itself but rather the sum of the component air-ground systems operating in<br />

the theater. It is applicable to all theater operations to include air, ground, maritime, <strong>and</strong><br />

amphibious operations.<br />

Procedures for the Theater <strong>Air</strong>-Ground System, for detailed discussion of the TAGS <strong>and</strong> the<br />

Service component contribution to the infrastructure.<br />

(2) For theater warning, the Theater Event System reports the launch (voice <strong>and</strong><br />

data) in-theater over two types of satellite broadcast networks: the Integrated Broadcast<br />

Service-Simplex (IBS-S) <strong>and</strong> the Integrated Broadcast Service-Interactive (IBS-I). IBS-S<br />

transmits real-time data via the SECRET Internet Protocol Router Network (SIPRNET) or<br />

tactical terminal to the GCCS. IBS-I can provide timely intelligence information directly<br />

from collectors <strong>and</strong> associated ground processing facilities to the theater comm<strong>and</strong>ers for<br />

targeting, battle management, <strong>and</strong> overall situational awareness.<br />

(3) The IADS is another part of the infrastructure that is not a formal system, but an<br />

integration of numerous systems that includes not only C2, but sensors, weapons, etc.<br />

Although primarily for DCA operations, some components of the IADS infrastructure <strong>and</strong><br />

C2 architecture comprise a component of the TAGS.<br />

IADS.<br />

c. Resources. Service components, the JFSOCC, <strong>and</strong> specialized joint communications<br />

elements provide the core of the communications capabilities for C2 for the joint force. The<br />

following summarize some of those capabilities that contribute to C2 for various aspects of<br />

counterair:<br />

(1) <strong>Air</strong> Force C2. The <strong>Air</strong> Force TACS provides resources for a C2 infrastructure<br />

that can support the AFFOR or joint operations. The TACS includes the following elements<br />

that function under the tenets of centralized control <strong>and</strong> decentralized execution for joint air<br />

operations.<br />
