<strong>and</strong> surrounding territorial waters <strong>and</strong> airspace. The Comm<strong>and</strong>er, US Northern Comm<strong>and</strong><br />
(CDRUSNORTHCOM), in concert with missions performed by North American Aerospace<br />
<strong>Defense</strong> Comm<strong>and</strong> (NORAD), <strong>and</strong> the Comm<strong>and</strong>er, US Pacific Comm<strong>and</strong><br />
(CDRUSPACOM), have specific responsibilities for planning, organizing, <strong>and</strong> as directed,<br />
executing HD operations within their respective AORs. Proliferation of advanced<br />
technologies for missiles, guidance systems, <strong>and</strong> WMD warheads has increased the potential<br />
missile threat to the homel<strong>and</strong>. This is significant because the predominant threat is not from<br />
a competing superpower, but more likely from the deliberate launch of a BM from a “rogue<br />
state,” failed state, or terrorist group. Deterrence is not possible against some threats.<br />
Although this publication primarily focuses on countering theater air <strong>and</strong> missile threats (i.e.,<br />
those affecting an overseas GCC’s AOR/a subordinate JFC’s JOA), those forces <strong>and</strong><br />
capabilities employed by overseas GCCs also may support a layered defense beginning in<br />
the forward areas against strategic air <strong>and</strong> missile threats to the homel<strong>and</strong>.<br />
b. Comm<strong>and</strong>er, North American Aerospace <strong>Defense</strong> Comm<strong>and</strong> (CDRNORAD), is<br />
tasked to provide aerospace warning for North America that consists of the detection,<br />
validation, <strong>and</strong> warning of an attack against North America, whether by aircraft, missiles, or<br />
space vehicles. CDRNORAD is also tasked to provide the aerospace control for North<br />
America that includes surveillance <strong>and</strong> control of Canadian <strong>and</strong> US airspace, including<br />
Puerto Rico <strong>and</strong> the US Virgin Isl<strong>and</strong>s, in coordination with the Federal Aviation<br />
Adminstration <strong>and</strong> Transportation Canada/NAV Canada. To provide integrated tactical<br />
warning <strong>and</strong> attack assessment (ITW/AA) of an aerospace attack on North America,<br />
NORAD, as the supported comm<strong>and</strong>, will correlate <strong>and</strong> integrate relevant information.<br />
Comm<strong>and</strong>er, United States Strategic Comm<strong>and</strong> (CDRUSSTRATCOM) supports<br />
CDRNORAD by providing the missile warning <strong>and</strong> space surveillance necessary to fulfill<br />
the US commitment to the NORAD agreement. CDRUSSTRATCOM also provides<br />
ITW/AA of space or missile attacks on North America to CDRNORAD, should<br />
CDRNORAD be unable to accomplish the assessment mission.<br />
c. CDRUSNORTHCOM is the supported comm<strong>and</strong>er for HD within that AOR, in<br />
concert with missions performed by CDRNORAD, who is the supported comm<strong>and</strong>er in<br />
accordance with the NORAD Agreement <strong>and</strong> NORAD Terms of Reference.<br />
CDRUSNORTHCOM is responsible for air operations outside the scope of the NORAD<br />
agreements along with l<strong>and</strong> <strong>and</strong> maritime defense within that AOR. CDRUSPACOM is<br />
responsible for defense of US homel<strong>and</strong>s within the US Pacific Comm<strong>and</strong> (USPACOM)<br />
AOR including protection against air <strong>and</strong> missile threats. However, CDRUSNORTHCOM,<br />
as approved by SecDef <strong>and</strong> in coordination with CDRUSPACOM, has certain homel<strong>and</strong><br />
BMD responsibilities within the USPACOM AOR to ensure a seamless defense against BMs<br />
that target the homel<strong>and</strong>. CDRUSSTRATCOM aids that seamless defense by globally<br />
synchronizing planning <strong>and</strong> coordinating support for all BMD operations.<br />
d. As assigned in the UCP, CDRUSSTRATCOM aids in the seamless synchronization<br />
of planning for homel<strong>and</strong> BMD <strong>and</strong> in support of GCCs worldwide. USSTRATCOM<br />
provides the warning <strong>and</strong> attack assessment if a GCC is unable to make that assessment.<br />
e. Both offensive <strong>and</strong> defensive capabilities are required for deterring or defeating<br />
attacks against the homel<strong>and</strong>, US forces, <strong>and</strong> protected friends <strong>and</strong> allies. A homel<strong>and</strong><br />
