Feasibility of Creating a New Special Municipality

Abstract
There has been no large-scale adjustment of administrative districts in Taiwan since
1950. Population and urbanization have increased over the past half century, making it necessary
to readjust administrative districts. One such effort is being made. Plans have been
prepared to merge the city and county of Taichung into a new Taichung special municipality.
This paper aims at evaluating the feasibility of creating the special municipality, which
will be placed under direct control of the Executive Yuan (Cabinet).
