The Nation Security and Diplomacy section features a study of Taiwan’s sovereignty status by Stephen Chen and a solution to the Taiwan question by Hung Chien-chao. This section also assesses the likelihood that China will become a regional hegemon by Lan Ning-li and the influence of ethnic Chinese in American Society by Ko Wei-shin. The Economy section provides a fair and clear evaluation of the beneficial effects on Taiwan as an economic integration goes on between it and the Chinese mainland. Hsu Chen-min examines strategies for financial exchanges and cooperation across the Taiwan Strait in the Finance section, which also features Lee Yun-jie’s study on the effectiveness of performance-based budgeting of Taiwan and Yophy Huang’s treatise on tax reform. Three authors contribute to the two sections that follow. Ling Shiang-nung analyzes the impact of high oil prices on Taiwan’s agriculture in the Agriculture and Fisheries section. The Sustainable Development section is highlighted by the call for reconstruction of dangerous bridges by George S.Y. Chen and a study on carbon tax by Liang Chi-yuan. The Sports, Media and Culture section includes an analysis of development trends in physical fitness for Taiwan’s children and adolescents by Chao Li-yun and Tseng Hui-chin, propositions for cross-straight cooperation in media exchange by Chao Yi and Chu Jui-ting, and an analysis of political influence on cultural policy by Han Pao-teh. Two Issues are discussed in the last section on Social Security: Long-term care and long term care insurance for the aged by Yaung Chih-liang and the protection of dispatched workers’ right by Cheng Chih-yu. It is hoped that this volume will give readers an explicit insight into how Taiwan’s politics and society evolved in 2008. What happened in Taiwan, an economy that is among the largest in Asia and a democracy that has yet to mature, may have important implications for countries across the world. xii
