The exchanges help foster mutual trust and build a consensus between China and Taiwan. Continued joint investments and production and further promotion of the optimum division of labor will pave the way for a pan-Chinese media industry with a global capacity. Expected Effect The previous administration tried over the past eight years to strengthen the function of the public platform, namely the public broadcasting system, with a view to checking the development of the cable TV industry run by private operators which were regarded as overly critical. But the private channels have managed to survive thanks to the support from a much larger audience. They have to have an open Chinese market to survive and remain free from any interference from any quarters. Moreover, more frequent contact between the media industries on both sides of the Taiwan Strait will lead to a great increase in cultural interchange. A true thaw in the so far frozen relationship will come in the not-too-distant future.
Shortcomings in Policy-Making on Cultural Affairs 271 Shortcomings in Policy-Making on Cultural Affairs HAN, Pao-teh Abstract There is something wrong with the way policy decisions are taken on cultural affairs in Taiwan. Examples are given to demonstrate why joint consultation in decision-making rarely paves the way for good policies and often helps justify or cover up dishonest government projects. Joint consultation in a committee review is often under political influence. It may be wielded as a political tool. Experiences teach us good work can be done only when the officials in charge have foresight and wisdom and are sufficiently empowered to take a decision. .
