272 Taiwan Development Perspectives 2009 Joint consultation in a committee review is often the way to make decisions on public affairs in Taiwan, those on government projects in particular. This committee review procedure is said to aim at stopping up all possible loopholes. While the procedure may be just and fair, it needs a full review. Take construction projects for example. Shortcomings stemming from the committee review procedure are obvious. It is often abused to justify dishonest and disreputable projects. A committee, formed to choose the best qualified contractor for a government project, can and often does help officials in charge shirk responsibility when something goes wrong. The government officials can easily claim the committee is to blame. Such a committee usually is manned half and half by government officials and academics, the latter slightly outnumbering the former. All the officials have to do is to sway a couple of academics to go along with them and ram through their predetermined decisions. On the other hand, such a policy-making format rarely leads to truly desirable outcome. When a vote is taken, proposals which arouse little controversy are often approved. That actually is the way decisions are taken on creative cultural projects. government official, who dared to take responsibility, made that artwork possible. The Historical Site Review Committee, a seemingly independent organization under the Council of Cultural Affairs, decided to change the name of the Chiang Kai-shek Memorial Hall in 2007. President Chen Shui-bian, who called Chiang the “chief culprit” of the February 28 Incident of 1947 in which tens of thousands of innocent native-born islanders were killed by government troops, wanted to rename the memorial. The committee was his political tool to make the name change. There is no reason whatsoever why a 30-year-old structure can be designated as a historical site to make it possible for the committee to take the decision to get rid of the mention of Chiang Kai-shek. However, conscientious officials in charge who do not shirk responsibility can make a difference. A case in point is a Kaohsiung Metro station called Formosa. It was contracted out against the opposition of many a committee member reviewing the whole Metro project. The contract was considered excessively overpriced and the contractor is a relative of the Kaohsiung government official in charge of the BOT (build-operate-transfer) project in the southern Taiwan port city. The official insisted. The contract was awarded and the contractor, who was given a free hand, came up with a glass-inlaid artwork Metro station, “Dome of Light.” A masterpiece of architecture, the Metro station is a new “must-see” scenic spot in Kaohsiung. Long Term Care and Long Term Care Insurance 273 Long Term Care and Long Term Care Insurance YAUNG, Chih-liang Abstract Taiwan’s population is fast aging. Those aged 65 and over accounted for more than 10.2 percent of the population in 2006. They will make up 22 percent of the population in less than 10 years. People in need of long-term care totaled 330,000 in 2006 (1.45 percent of the total population). They will number 378,000 (1.64%) and 448,000 (1.93%) in 2011 and 2016, respectively. Different government agencies are implementing various programs to provide long-term care for these people. What must be done urgently is to integrate these programs in coordination with Taiwan’s national health insurance in order to achieve a seamless total care – from acute to long-term care – for its rapidly aging society. A task force has been formed under the Council for Economic Planning and Development to plan to start providing long-term care insurance by 2010 or 2011.
