Revision of the Assembly and Demonstration Act

Abstract
The Assembly and Demonstration Act is once again under debate and controversy.
Although both the ruling and opposition parties acknowledge the necessity of the amending
the act, no agreement has been reached on how the act should be amended. Lawmakers and
civic bodies have come up with a relatively more liberal version, for they insist that the act
should protect freedom of expression. On the other hand, the Executive Yuan wants to enforce
the act to maintain social order. A government version places stricter restrictions on
assemblies and demonstrations. The act is unlikely to be amended in the near future, for the
chances are slim that the two opposing versions can be readily reconciled.
