warranted. Small parties almost disappeared.
Modifications in the constitutional system indeed
matter. Although the duel-leadership system of the fifth
Republic in France was followed in amending Taiwan’s
Constitution in 1997, the president was not given the
power to initiate a dissolve of the Legislative Yuan.
As a result, the president elected in 2000 could not call
a snap election in an attempt to make his party control a
majority in parliament. The 1997 amendment acknowledges
the reluctance of a popularly elected president
to remain a figurehead head of state by empowering
him to appoint the head of government without
confirmation by the Legislative Yuan. As a consequence,
the president is able to form a minority government.
Furthermore, after the term of legislators was
made four years, their elections have to be held two to
three months before a presidential race, unless the parliament
is dissolved in advance. A “bandwagon” effect
increases the possibility that the party controlling the
parliamentary majority wins a presidential election as
well. Last but not least, as two thirds of the lawmakers
have to be elected from single constituencies, the incumbents
are greatly favored to be reelected. It will be
more difficult for new faces to win legislative elections,
while the majority party in the legislature is likely to
continue its dominance.
