Abstract
The sixth Legislative Yuan had started amending its own organic laws and bylaws governing
the organization of standing committees before it dissolved at the beginning of
2008. The amendment was necessary because the seventh Legislative Yuan would have its
seats reduced by half to 113 from 225. It was not completed on time. The new legislature is
continuing to act on the amendment of bylaws. Changes made by the amendment so far
completed are not wide-ranging and material.
However, the amendment has made inter-party consultation more transparent and the
cool-down period shorter. The head of state is required to deliver a state of the nation message
on the floor of the Legislative Yuan, while resolutions and bills can be initiated with
fewer endorsements.
