HEALTH AND SAFETY PLAN8.3 PERSONNEL ROLES, LINES OF AUTHORITY, ANDCOMMUNICATIONSThis section of the ERCP describes the various roles, responsibilities, <strong>and</strong> communicationprocedures that will be followed by personnel involved in emergency responses.The primary emergency coordinator <strong>for</strong> this <strong>site</strong> is the Site Supervisor. In the event anemergency occurs <strong>and</strong> the emergency coordinator is not on <strong>site</strong>, the Site Safety Officer or thehighest ranking employee on <strong>site</strong> will serve as the emergency coordinator until he arrives. Theemergency coordinator will determine the nature of the emergency <strong>and</strong> take appropriate actionas defined by this ERCP.The emergency coordinator will implement the ERCP immediately as required. The decisionto implement the <strong>plan</strong> will depend upon whether the actual incident threatens human health orthe environment. Immediately after being notified of an emergency incident, the emergencycoordinator or his designee will evaluate the situation to determine the appropriate action.8.3.1 Responsibilities <strong>and</strong> DutiesThis section describes the responsibilities <strong>and</strong> duties assigned to the emergency coordinator.It is recognized that the structure of the “Incident Comm<strong>and</strong> System” will change as additionalresponse organizations are added. OHM will follow procedures as directed by the firedepartment, LEPC, State <strong>and</strong> Federal Agencies as required. OHM will defer to the local FireDepartment chief to assume the role of Incident Comm<strong>and</strong>er upon arriving on <strong>site</strong>. Additionalon-<strong>site</strong> personnel may be added to the Site Emergency Response Team as required to respondeffectively.8.3.2 On-<strong>site</strong> Emergency Coordinator Duties.The on-<strong>site</strong> emergency coordinator is responsible <strong>for</strong> implementing <strong>and</strong> directing theemergency procedures. All emergency personnel <strong>and</strong> their communications will becoordinated through the emergency coordinator. Specific duties are as follows:lIdentify the source <strong>and</strong> character of the incident, type <strong>and</strong> quantity of any release.Assess possible hazards to human health or the environment that may result directlyfrom the problem or its control.lDiscontinue operations in the vicinity of the incident if necessary to ensure that fires,explosions, or spills do not recur or spread to other parts of the <strong>site</strong>.
