This Health <strong>and</strong> Safety Plan (HASP) has been developed <strong>for</strong> United States Navy, LANTDIV,Delivery Order No. 44 entitled, Soil Remediation at the MCB Camp Lejeune Operable UnitNo. 10, Site 35. The Delivery Order will be executed per the requirements stated in the FinalStatement of Work (SOW) <strong>for</strong> Service Delivery Order per Contract No. N62470-93-D-3032,Delivery Order 0062, in cooperation with the Navy. This Delivery Order will also be executedin accordance with Naval Facilities Control Plan (NAVFAC) Specification No. 05-93-3124dated September 27,1994.This HASP documents the policies <strong>and</strong> procedures which protect <strong>work</strong>ers <strong>and</strong> the public frompotential hazards posed by <strong>work</strong> at this <strong>site</strong>. OHM considers safety the highest priority during<strong>work</strong> at a <strong>site</strong> containing potentially hazardous materials <strong>and</strong> has established a goal of zeroaccidents <strong>for</strong> all projects. All projects will be conducted in a manner which minimizes theprobability of injury, accident, or incident occurrence. This HASP is a key element in theproper <strong>plan</strong>ning of project <strong>work</strong> which is necessary to assure the goal of zero accidents. TheHASP Certification (Appendix A) wiJl be signed by all who actively participate at this project.Although this <strong>plan</strong> focuses on the specific <strong>work</strong> activities <strong>plan</strong>ned <strong>for</strong> this <strong>site</strong>, it must remainflexible because of the nature of this <strong>work</strong>. Conditions may change <strong>and</strong> un<strong>for</strong>eseen situationsmay arise that require deviations from the original <strong>plan</strong>. This flexibility allows modification bythe OHM supervisors <strong>and</strong> health <strong>and</strong> safety officials with approval from the project CM.This <strong>plan</strong> has been prepared in accordance with OSHA’s “Hazardous Waste Operations <strong>and</strong>Emergency Response” st<strong>and</strong>ard contained in 29 CFR 1910.120 <strong>and</strong> the U. S. Army Corps ofEngineers’s (US ACE’s) Safety <strong>and</strong> Health Requirements Manual (COE EM-385 l- 1,October 1992).1.1 SITE HISTORYCamp Lejeune is a training base <strong>for</strong> the U.S. Marine Corps, located in Onslow County, NorthCarolina. The base covers approximately 236 square miles <strong>and</strong> includes 14 miles of coast line.MCB Camp Lejeune is bounded to the southeast by the Atlantic Ocean, to the northeast byState Route 24, <strong>and</strong> to the west by U.S. Route 17. The town of Jacksonville, North Carolinais located north of the Base.Camp Geiger is located at the extreme northwest comer of MCB Camp Lejeune. The mainentrance to Camp Geiger is off U.S. Route 17, approximately 3.5 miles southeast ofJacksonville. OU No. 10, Site 35, the Camp Geiger Area Fuel Farm, refers to an area wherefive, 15,000-gallon aboveground storage tanks (ASTs), a pump house, <strong>and</strong> a fuel unloadingpad were situated within Camp Geiger just north of the intersection of Fourth <strong>and</strong> “G” Streets.All fueling facilities, tanks, pumps, pipelines <strong>and</strong> appurtenances have been removed by others<strong>and</strong> <strong>for</strong> the purpose of OHM activities Site 35 will consist of three Areas A,B, <strong>and</strong> C as shownin Figure 2 that will be remediated in this SOW.OHM Project 16487SSHSP Hultb <strong>and</strong> Srfuy Plan July 1995In<strong>for</strong>mation herein is pmpridlry <strong>and</strong> confidential <strong>and</strong> to lx used or released to others only with explicit writt~ permission of OHM RcmcdiationServices Corp.l-l
