The Project Manager (PM), Site Supervisor (SS), Certified Industrial Hygienist (CIH) <strong>and</strong>Site Safety Officer (SSO) are responsible <strong>for</strong> <strong>for</strong>mulating <strong>and</strong> en<strong>for</strong>cing health <strong>and</strong> safetyrequirements, <strong>and</strong> implementing the HASP.2.1 PROJECT MANAGERThe PM has the overall responsibility <strong>for</strong> the project <strong>and</strong> to assure that the goals of theconstruction remedial action are attained in a manner consistent with the HASP requirements.The PM will coordinate with the SS <strong>and</strong> the SSO to assure that the remedial action goals arecompleted in a manner consistent with the HASP. The PM will identify contacts <strong>and</strong> telephonenumbers, with assistance from LANTDIV, of local health care providers, theNOSC/NOSCDR, the LEPC <strong>and</strong> other agencies that may be asked to provide emergencysupport during project activities. The PM will conduct a monthly health <strong>and</strong> safety audit of theproject using the Management Health <strong>and</strong> Safety Report Form.2.2 SITE SUPERVISORThe SS is responsible <strong>for</strong> field implementation of the HASP. The SS will coordinate with theSSO to establish communications with local health care providers, the NOSUNOSCDR, theLEPC <strong>and</strong> other outside organizations <strong>and</strong> agencies that may be asked to provide emergencysupport during project activities. The SS will be the main contact in any on-<strong>site</strong> emergencysituation. The SS will conduct periodic inspection of the <strong>work</strong> <strong>site</strong> to confirm compliance with *all health <strong>and</strong> safety requirements. The SS is also responsible <strong>for</strong> coordinating remedialactions <strong>for</strong> all deficiencies <strong>and</strong> <strong>for</strong> en<strong>for</strong>cing the OHM “Cardinal Safety Rules” (included inAppendix E) <strong>and</strong> the <strong>site</strong> specific health <strong>and</strong> safety procedures (included in Appendix B).2.3 SITE SAFETY OFFICERThe SSO has responsibility <strong>for</strong> administering the HASP relative to <strong>site</strong> activities, <strong>and</strong> will be inthe field full-time while <strong>site</strong> activities are in progress. The SSO’s primary operationalresponsibilities include personal <strong>and</strong> environmental monitoring, coordination of job safetyanalyses, personal protective equipment maintenance, <strong>and</strong> assignment of protection levels. TheSSO will direct all field activities involved with safety <strong>and</strong> is authorized to stop <strong>work</strong> when animminent health or safety risk exists. The SSO is responsible <strong>for</strong> assuring that all on-<strong>site</strong>personnel underst<strong>and</strong> all safety requirements.2.4 CERTIFIED INDUSTRIAL HYGIENISTThe CIH is responsible <strong>for</strong> the contents of the HASP <strong>and</strong> ensures that the HASP complieswith all federal, state <strong>and</strong> local health <strong>and</strong> safety requirements. If necessary, the CIH canmodify specific aspects of the HASP to adjust <strong>for</strong> on-<strong>site</strong> changes that affect safety.
