HEALTH AND SAFETY PLANAny person observing a spill or release will act to remove <strong>and</strong>/or protect injured/contaminatedpersons from any life-threatening situation. First aid <strong>and</strong>/or decontamination procedures willbe implemented as appropriate.First aid will be administered to injured/contaminated personnel. Unsuspectingpersons/vehicles will be warned of the hazard. All personnel will act to prevent anyunsuspecting persons from coming in contact with spilled materials by alerting other nearbypersons. Without taking unnecessary risks, personnel will attempt to stop the spill at thesource. This may involve activities such as uprighting a drum, closing a valve or temporarilysealing a hole with a plug.Utilizing radio communications, the emergency coordinator will be notified of the spill/release,including in<strong>for</strong>mation on material spilled, quantity, personnel injuries <strong>and</strong> immediate lifethreatening hazards. Air monitoring will be implemented by the emergency coordinator <strong>and</strong>SSO to determine the potential impact on the surrounding community. Notification procedureswill be followed to in<strong>for</strong>m on-<strong>site</strong> personnel <strong>and</strong> off-<strong>site</strong> agencies. The emergency coordinatorwill make a rapid assessment of the spill/release <strong>and</strong> direct confinement, containment <strong>and</strong>control measures. Depending upon the nature of the spill, measures may include:lConstruction of a temporary containment berm utilizing on-<strong>site</strong> clay absorbent earthlDigging a sump, installing a polyethylene liner <strong>and</strong> diverting the spill material into thesump placing drums under the leak to collect the spilling material be<strong>for</strong>e it flows overthe groundl Transferring the material from its original container to another containerThe emergency coordinator will notify the LANTDIV ROICC, of the spill <strong>and</strong> steps taken toinstitute clean-up. Emergency response personnel will clean-up all spills following the spillclean-up <strong>plan</strong> developed by the emergency coordinator. Supplies necessary to clean up a spillwill be immediately available on-<strong>site</strong>.
