HEALTH AND SAFETY PLANl Personnel will be assigned by the emergency coordinator to be available at the maingate to direct <strong>and</strong> brief emergency responders.lReentry into the <strong>site</strong> will be made only after clearance is given by the emergencycoordinator. At his direction, a signal or other notification will be given <strong>for</strong> reentryinto the facility.l Drills will be held periodically to practice all of these procedures <strong>and</strong> will be treatedwith the same seriousness as an actual emergency.8.6 EMERGENCY SPILL RESPONSE PROCEDURES AND EQUIPMENTIn the event of an emergency involving a hazardous material spill or release, the followinggeneral procedures will be used <strong>for</strong> rapid <strong>and</strong> safe response <strong>and</strong> control of the situation.Emergency contacts found in Table 8.1 provide a quick reference guide to follow in the eventof a major spill.8.6.1 Notification ProceduresIf an employee discovers a chemical spill or process upset resulting in a vapor or materialrelease, he or she will immediately notify the on-<strong>site</strong> emergency coordinator.The on-<strong>site</strong> Emergency Coordinator will obtain in<strong>for</strong>mationpertaining to the following:lllllllThe material spilled or released.Location of the release or spillage of hazardous material.An estimate of quantity released <strong>and</strong> the rate at which it is being released.The direction in which the spill, vapor or smoke release is heading.Any injuries involved.Fire <strong>and</strong>/or explosion or possibility of these events.The area <strong>and</strong> materials involved <strong>and</strong> the intensity of the fire or explosion.This in<strong>for</strong>mation will help the on-<strong>site</strong> emergency coordinator to assess the magnitude <strong>and</strong>potential seriousness of the spill or release.8.6.2 Procedure <strong>for</strong> Containing/Collecting SpillsThe initial response to any spill or discharge will be to protect human health <strong>and</strong> safety, <strong>and</strong>then the environment. Identification, containment, treatment, <strong>and</strong> disposal assessment will bethe secondary response.If <strong>for</strong> some reason a chemical spill is not contained within a dike or sump area, an area ofisolation will be established around the spill.
