HEALTH AND SAFETY PLANIf an incident may threaten the health or safety of the surrounding community, the public willbe informed and, if necessary, evacuated from the area. The emergency coordinator, or hisdesignee will inform the proper agencies in the event that this is necessary. Telephonenumbers are listed in Table 8.1.Places of refuge will be established prior to the commencement of activities. It is the responsibility of the emergency coordinator to determine whenit is necessary to evacuate personnel to off-site locations.In the event of an emergency evacuation, all the employees will gather at the entrance to the siteuntil a head count establishes that all are present and accounted for. No one is to leave the sitewithout notifying the emergency coordinator.8.5 EVACUATION ROUTES AND PROCEDURESAll emergencies require prompt and deliberate action. In the event of an emergency, it will benecessary to follow an established set of procedures. Such established procedures will befollowed as closely as possible. However, in specific emergency situations, the emergencycoordinator may deviate from the procedures to provide a more effective plan for bringing thesituation under control. The emergency coordinator is responsible for determining whichsituations require site evacuation.8.5.1 Evacuation Signals and RoutesTwo-way radio communication and an air horn will be used to notify employees of thenecessity to evacuate an area or building involved in a release/spill of a hazardous material.Each crew supervisor will have a two way radio. A base station will be installed in the OHMoffice trailer to monitor for emergencies. Total site evacuation will be initiated only by theemergency coordinator; however, in his absence, decision to preserve the health and safety ofemployees will take precedence.
