HEALTH AND SAFETY PLANIf an incident may threaten the health or safety of the surrounding community, the public willbe in<strong>for</strong>med <strong>and</strong>, if necessary, evacuated from the area. The emergency coordinator, or hisdesignee will in<strong>for</strong>m the proper agencies in the event that this is necessary. Telephonenumbers are listed in Table 8.1.Places of refuge will be established prior to the commencement of activities. These areas mustbe identified <strong>for</strong> the following incidents:lllllChemical releaseFire/explosionPower lossMedical emergencyHazardous weatherIn general, evacuation will be made to the crew trailers, unless the emergency coordinatordetermines otherwise. It is the responsibility of the emergency coordinator to determine whenit is necessary to evacuate personnel to off-<strong>site</strong> locations.In the event of an emergency evacuation, all the employees will gather at the entrance to the <strong>site</strong>until a head count establishes that all are present <strong>and</strong> accounted <strong>for</strong>. No one is to leave the <strong>site</strong>without notifying the emergency coordinator.8.5 EVACUATION ROUTES AND PROCEDURESAll emergencies require prompt <strong>and</strong> deliberate action. In the event of an emergency, it will benecessary to follow an established set of procedures. Such established procedures will befollowed as closely as possible. However, in specific emergency situations, the emergencycoordinator may deviate from the procedures to provide a more effective <strong>plan</strong> <strong>for</strong> bringing thesituation under control. The emergency coordinator is responsible <strong>for</strong> determining whichsituations require <strong>site</strong> evacuation.8.5.1 Evacuation Signals <strong>and</strong> RoutesTwo-way radio communication <strong>and</strong> an air horn will be used to notify employees of thenecessity to evacuate an area or building involved in a release/spill of a hazardous material.Each crew supervisor will have a two way radio. A base station will be installed in the OHMoffice trailer to monitor <strong>for</strong> emergencies. Total <strong>site</strong> evacuation will be initiated only by theemergency coordinator; however, in his absence, decision to preserve the health <strong>and</strong> safety ofemployees will take precedence.
