7.0 SITE RESTORATION AND DEMOBILIZATIONOnce all removal activities of contaminated <strong>soil</strong> are complete, restoration of the <strong>site</strong> will beper<strong>for</strong>med with demobilization of OHM personnel <strong>and</strong> equipment. Those activities describedin this section consist of the 1) supply <strong>and</strong> placement of common fill, 2) supply <strong>and</strong> placementof pavement, 3) grassing <strong>and</strong> seeding <strong>and</strong> 4) demobilization.Upon removal of all contaminated <strong>soil</strong> from the excavations or at the earliest time possible, allchemical analytical <strong>and</strong> geotechnical laboratory data required by the NAVFAC SpecificationNo. 05-94-4833 will be assembled <strong>for</strong> the <strong>soil</strong> that will be used to backfill the excavations.This data will be <strong>for</strong> both the uncontaminated <strong>soil</strong> <strong>and</strong> common fill acquired from anotherlocation. The SAP describes the methods <strong>and</strong> tests that will be implemented <strong>for</strong> chemical<strong>analysis</strong>. The geotechnical testing is discussed in Section 02200 of the specifications. Thisin<strong>for</strong>mation will be submitted to the NTR <strong>for</strong> review. He will then issue authorization to OHMprior to the use of any fill materials.OHM will then load <strong>and</strong> transport all uncontaminated <strong>soil</strong> <strong>and</strong> common fill necessary to raisethe <strong>site</strong> to the grades shown in Drawings C-4 <strong>and</strong> C-5 of the design drawings. The <strong>soil</strong> will bedelivered by dump trucks <strong>and</strong> spread by a bulldozer in loose lifts no greater than 10 inchesthick. If necessary, a bridging lift greater than 10 inches thick is allowed <strong>for</strong> the fust liftplaced in each excavation to prevent piercing the compacted common fill with the earthmovingequipment. The <strong>soil</strong> will then be compacted by tracking construction equipment to attain a drydensity of 90 percent per ASTM D 1557.OHM will confm that the compaction criteria are fulfilled by in situ <strong>soil</strong> density testing at afrequency of no less than 1 test per 2,000 square feet per lift of fill placement. The testingprocedures will con<strong>for</strong>m to those stated in Section 02200 of the specifications.When the area encompassing F Street is brought up to grade, an aggregate base <strong>and</strong> asphaltcement concrete surface will be placed <strong>for</strong> the restoration of this street as shown in NAVFACSpecification No. 05-94-4833, Drawing C-6. Any streets that may have been damaged willalso be reconstructed. For areas B <strong>and</strong> C <strong>and</strong> the area surrounding the road in area A that willnot receive pavement, a layer of top<strong>soil</strong> will be placed. This will then be seeded to producegrass similar to that existing in the surrounding area as described in Section 5.1 of this WP <strong>and</strong>Section 02200 of the specification. A final survey as-built will then be per<strong>for</strong>med. This asbuiltsurvey will be included in the Contractor’s Closeout ReportWhen all <strong>work</strong> associated with <strong>site</strong> restoration has been completed, OHM will demobilize fromthe <strong>site</strong>. All equipment <strong>and</strong> material that was mobilized to the <strong>site</strong> will be removed. All projectrelated debris, trash, <strong>and</strong> incidental waste, will be disposed appropriately. The disposal ofincidental waste will include any required <strong>analysis</strong> per Specification Section 01430.
