• maintain <strong>the</strong> Shared Services <strong>Governing</strong> Committee as a separate entity <strong>and</strong>:o amend <strong>the</strong> Board’s terms of reference to ensure appropriate reflection of <strong>the</strong> role <strong>and</strong> functionof Shared Services;o review <strong>and</strong> amend <strong>the</strong> Shared Services funding model; <strong>and</strong>o develop new service st<strong>and</strong>ard agreements that properly reflect <strong>the</strong> division of policy <strong>and</strong>operational responsibilities (see Chapter 6);• maintain <strong>the</strong> Cultural Facilities Corporation’s existing governance <strong>and</strong> operational arrangements;• establish an equivalent body to <strong>the</strong> Commonwealth Government’s Joint Economic ForecastingGroup to enhance ACTPS capacity for providing consolidated economic advice;• settle <strong>the</strong> roles <strong>and</strong> responsibilities of <strong>the</strong> Conservator of Flora <strong>and</strong> Fauna, <strong>the</strong> Commissioner forSustainability <strong>and</strong> <strong>the</strong> Environment <strong>and</strong> <strong>the</strong> need for an ACT Arborist in light of <strong>the</strong> review <strong>the</strong>Nature Conservation Act 1980, <strong>the</strong> consultation on exp<strong>and</strong>ing that Commissioner’s role <strong>and</strong> <strong>the</strong>soon to be delivered report into <strong>the</strong> Government’s tree management practices <strong>and</strong> renewal ofCanberra’s urban forest;• consider appointing members of ACT Civil <strong>and</strong> Administrative Tribunal (ACAT) with greaterexperience in <strong>the</strong> planning <strong>and</strong> development sphere;• amend <strong>the</strong> PSM Act <strong>and</strong> associated subordinate legislation as a matter of priority;• enhance Canberra Connect as <strong>the</strong> gateway to all face-to-face interaction (shop fronts or counterservices) between <strong>the</strong> Government <strong>and</strong> <strong>the</strong> citizenry; <strong>and</strong>• develop <strong>the</strong> ACT Government office building.Recommendation: Capability• Establish circuit breaker teams to:o examine options for revising appeal rights that strike a different balance between facilitatingpermitted development, <strong>and</strong> allowing people affected by developments to object; <strong>and</strong>o consider options for greater integration <strong>and</strong> innovation in <strong>the</strong> education sector, including in<strong>the</strong> amalgamation of CIT <strong>and</strong> University of Canberra which this Review recommends; <strong>and</strong>• develop a robust economic modelling tool for <strong>the</strong> ACT economy.Recommendation: Knowledge Management• Enhance data collection across <strong>the</strong> ACTPS to ensure robust evidence can be provided to <strong>the</strong>Commonwealth Grants Commission in relation to cross border service delivery.Recommendation: Priority Setting• <strong>the</strong> Expenditure Review <strong>and</strong> Evaluation Committee should conclude as a matter of priority amarginal cost formula for providing additional funding to <strong>the</strong> TAMS <strong>Directorate</strong> reflecting <strong>the</strong>impact of new residential developments on service dem<strong>and</strong>;Administrative Arrangements Changes: 114
