Discussion of those issues is set out in detail under <strong>the</strong>Department of L<strong>and</strong> <strong>and</strong> Property Services, <strong>and</strong> for reasons of clarity <strong>and</strong> brevity, is notrepeated here.The remainder of this section deals with recommended changes to DECCEW’s currentresponsibilities, which should occur regardless of which approach is, in <strong>the</strong> end, adopted inrelation to <strong>the</strong> l<strong>and</strong> <strong>and</strong> planning issues outlined below.DECCEW was established after <strong>the</strong> 2008 election, largely from elements of TAMS, toconsolidate <strong>and</strong> build on <strong>the</strong> Government <strong>and</strong> ACTPS’s capacity to respond to climatechange. Through DECCEW, <strong>the</strong> Government provides leadership to address climate change,foster growth of <strong>the</strong> clean economy, encourage innovation <strong>and</strong> investment in renewableenergy <strong>and</strong> protect <strong>and</strong> conserve <strong>the</strong> environment <strong>and</strong> water resources.DECCEW reports to one <strong>Minister</strong> in two portfolios:<strong>Minister</strong> Portfolio FunctionsSimon Corbell MLA<strong>Minister</strong> for <strong>the</strong>Environment, ClimateChange <strong>and</strong> Water<strong>Minister</strong> for EnergyClimate change policyEnvironment protectionEnvironmental sustainability policyWater efficiency programsWater policyEnergy efficiency programsEnergy policyProposed ChangesThe Review recommends staff responsible for providing support to <strong>the</strong> Conservator of Flora<strong>and</strong> Fauna be transferred to DECCEW from TAMSAdministrative Arrangements Changes: 175
