we envisage such a group, probably of around three highly respected <strong>and</strong> credentialed people,would be provided with authority to intervene where projects became gridlocked in <strong>the</strong>day‐to‐day processes of <strong>the</strong> bureaucracy as a result of any number of reasons.O<strong>the</strong>r contributors proposed continuation of <strong>the</strong> Coordinator-General function which wascentral to <strong>the</strong> successful delivery of economic stimulus package projects in 2009. TheReview proposes <strong>the</strong> head of <strong>the</strong> Economic Development <strong>Directorate</strong> be called Coordinator-General <strong>and</strong> permanently play this role. The Coordinator-General would be charged withfacilitating resolution of obstacles in <strong>the</strong> planning <strong>and</strong> development spheres <strong>and</strong> act as <strong>the</strong> keyconduit for <strong>the</strong> business community to raise matters of concern with <strong>the</strong> ACTPS <strong>and</strong> <strong>the</strong> ACTGovernment. The Coordinator-General would not arbitrate on outcomes, but seek tofacilitate acceptable resolutions to issues in keeping with <strong>the</strong> Government’s stated priorities<strong>and</strong> policies. In part, calls for this function to continue reflect <strong>the</strong> fact that while a restructureof <strong>the</strong> ACTPS may overcome some of <strong>the</strong> current difficulties <strong>and</strong> frustrations being felt bothinside <strong>and</strong> outside of government, <strong>the</strong>re will always be hurdles to overcome that will bealmost insurmountable without intervention <strong>and</strong> <strong>the</strong> application of common sense.The Review considers <strong>the</strong> Coordinator-General’s immediate priorities should include:• delivery of <strong>the</strong> proposed ACT Government Office Building; <strong>and</strong>• fur<strong>the</strong>r streamlining processes for unit title registration.One of <strong>the</strong> great benefits of <strong>the</strong> Coordinator-General model was its fostering of criticalthought about breaking down process barriers <strong>and</strong> reducing red tape. The Coordinator-General should continue working closely with <strong>the</strong> Strategic Board to focus attention on thisimportant area of necessary <strong>and</strong> ongoing reform across <strong>the</strong> ACTPS.A number of contributors stressed, as <strong>the</strong> Review has remarked elsewhere, that structures arenot <strong>the</strong> whole answer. The culture <strong>and</strong> approach to doing business of <strong>the</strong> new <strong>Directorate</strong>swill be crucial to fostering an appropriately rigorous, but coordinated approach to planning<strong>and</strong> development in Canberra.Government ArchitectAs part of <strong>the</strong> alignment of entities involved in planning <strong>and</strong> development, <strong>the</strong>Government Architect should be transferred to <strong>the</strong> Sustainable Development <strong>Directorate</strong>.Alastair Swayn was appointed as <strong>the</strong> inaugural ACT Government Architect in 2010 with abrief to “to advise <strong>the</strong> Government, inspire industry <strong>and</strong> generate a desire for excellence”. 236The position is a unique partnership with UC <strong>and</strong> <strong>the</strong> funding of this position by UC shouldcontinue at <strong>the</strong> end of <strong>the</strong> current arrangement.236 Stanhope, J.
