The SGI considers 149 individual quantitative <strong>and</strong> qualitativeaspects to create <strong>the</strong> Status <strong>and</strong> Management Indices. For each aspect, countries receive a score from one to ten toenable comparison. Qualitative assessments were made by a panel of three experts in each country 110 <strong>and</strong> wereconducted over a period between January 2005 <strong>and</strong> March 2007.
