Independent Competition and Regulatory CommissionThe Independent Competition and Regulatory Commission is a statutory body set up toregulate prices, access to infrastructure services and other matters in relation to regulatedindustries and to investigate competitive neutrality complaints and government-regulatedactivities. The Commission also has responsibility for licensing utility services and ensuringcompliance with licence conditions.Responsibility for the Independent Competition and Regulatory Commission Act (1997) 195 iscurrently allocated by the Administrative Arrangements to the Attorney-General. Followingconsultation with the Commissioner, the Review considers the alignment of functions androles fits better with the Finance Directorate.Regulatory Reform – TransportAs a consequence of changes in TAMS in relation to transport regulation, there are legacyitems in relation to maritime and heavy vehicle regulation which are of only modestimportance to the ACT, and are in any event the subject of ongoing national reform throughCOAG. The Review suggests the Finance Directorate be responsible for these issues whichgo to microeconomic reform and regulatory policy, in which the ACT is a bit player.Gambling and Racing CommissionThe ACT Gambling and Racing Commission (the Commission) is an independent statutoryauthority established under the Gambling and Racing Control Act 1999 196 to control,supervise and regulate gambling and racing activities in the Territory. The responsibilities ofthe Commission incorporate the ongoing development and implementation of an integratedregulatory framework for all gambling activity in the ACT, including the casino, machinegaming, lotteries, racing (as provided in the Racing Act 1999 197 ), race and sports bookmakingand interactive gambling. The Commission also monitors and researches the social effects ofgambling and of problem gambling in the ACT.The Gambling and Racing Commission regulates the same venues as those regulated byORS.
