The consultation process referred to above was undertaken by <strong>the</strong> Commissioner’s Office,culminating in a report to <strong>the</strong> <strong>Minister</strong> for <strong>the</strong> Environment, Climate Change, Energy <strong>and</strong>Water. The Government is yet to announce its position on <strong>the</strong> report.Given <strong>the</strong> nature of <strong>the</strong> Commissioner’s responsibilities, specifically in relation to advancingsustainability <strong>and</strong> environmental security, it is appropriate that <strong>the</strong> Commissioner remainwithin <strong>the</strong> Environment, Climate Change, Energy <strong>and</strong> Water portfolio, with administrativeresponsibility vested in <strong>the</strong> Sustainable Development <strong>Directorate</strong>.Embedding Sustainability Principles within <strong>the</strong> ACTPSThe word ‘sustainable’ (or derivatives) is used more than 100 times in <strong>the</strong> report on <strong>the</strong>outcomes of Time to Talk Canberra 2030. This reflects a high level of community interest<strong>and</strong> advocacy in this area:Early in Time to Talk Canberra 2030, Canberrans identified a need for change <strong>and</strong> forCanberra to become a more sustainable, accessible <strong>and</strong> affordable city. As <strong>the</strong>conversation continued, discussion broadened to describe a clear agenda for this. Thecommunity is seeking change that is strategic; that respects <strong>the</strong> l<strong>and</strong>scape; thatsupports sustainable, convenient transport; that encourages a healthy way of living;that promotes diversity – demographic, cultural <strong>and</strong> environmental - <strong>and</strong> thatpositions Canberra to take a greater lead in <strong>the</strong> region. 402Steps have already been taken to address <strong>the</strong> Government’s intentions with regard tosustainability, particularly through <strong>the</strong> ACT Government’s Sustainability Policy, People,Place, Prosperity, which sets out a series of future actions, including:• embedding community inclusion policy <strong>and</strong> practice in ACT Government;• preparing a scoping study that will be used to shape a Clean Economy Strategy for <strong>the</strong>ACT Government;• development of a triple bottom line assessment framework for government policies,programs, projects <strong>and</strong> initiatives;• introduction of triple bottom line annual reporting;• monitoring <strong>and</strong> reporting on progress towards sustainability;• developing a second Action Plan under <strong>the</strong> ACT’s Climate Change Strategy 2007-2025,Wea<strong>the</strong>ring <strong>the</strong> Change; <strong>and</strong>• development of a framework for embedding environmental sustainability in ACTGovernment operations.To improve whole of government engagement <strong>and</strong> adoption of sustainability principles <strong>and</strong>practices, greater coordination <strong>and</strong> alignment of effort within <strong>the</strong> ACTPS is required, as isgenuine engagement with <strong>the</strong> citizenry in program <strong>and</strong> policy design <strong>and</strong> implementation.402 ACT Government (2010e) Outcomes Report, Time to Talk Canberra 2030.
