Anecdotal feedback from participants, <strong>the</strong>ir line managers, Directors, <strong>and</strong> <strong>Chief</strong>Executives strongly support ongoing investment in <strong>the</strong>se leadership programs.During <strong>the</strong> Review, officials also recommended a variety of tools to build <strong>the</strong> capability of<strong>the</strong> Service <strong>and</strong> complement existing leadership programs. A number of <strong>the</strong>se tools alignedwith those previously considered, recommended <strong>and</strong> adopted by <strong>the</strong> Governance Division of<strong>Chief</strong> <strong>Minister</strong>’s Department, <strong>the</strong> AGRAGA report Ahead of <strong>the</strong> Game <strong>and</strong> <strong>the</strong> SouthAustralian Performance Commission. 330 Importantly, <strong>the</strong> tools focus on building a learningenvironment through collaboration, mentoring <strong>and</strong> cross-agency experience.Leadership <strong>and</strong> Executive Rotation programParticipants in leadership programs developed a proposal for a professional developmentinitiative to complement <strong>the</strong> leadership programs offered under <strong>the</strong> Framework. Theleadership placement program was designed to reduce fragmentation at <strong>the</strong> junior executive<strong>and</strong> senior officer levels <strong>and</strong> provide those officers identified as rising leaders with <strong>the</strong>opportunity to work in o<strong>the</strong>r agencies <strong>and</strong> departments. The proposed program was initiallysupported by <strong>Chief</strong> Executives but has not been implemented. The Review recommendsreinvigoration of this proposal under <strong>the</strong> guidance of <strong>the</strong> People <strong>and</strong> Performance Council (tobe formed from <strong>the</strong> current HR Council). For <strong>the</strong> project to succeed, Directors-General willneed to look beyond <strong>the</strong> immediate dem<strong>and</strong>s on <strong>the</strong>ir <strong>Directorate</strong>s <strong>and</strong> focus on investing in<strong>the</strong> future capability of <strong>the</strong> ACTPS as a whole.Circuit Breaker TeamsThere are many reasons that we should work in a whole of government way.
