The Evaluation Framework requires thatagencies, as far as appropriate <strong>and</strong> practicable, align evaluation activity with <strong>the</strong> annualbudget process.Evaluation is a key component of <strong>the</strong> process of conceiving, developing, implementing, <strong>and</strong>modifying public policies. This process of policy development is often organic, iterative <strong>and</strong>irregular, due to <strong>the</strong> inherent complexity of public policy problems, <strong>and</strong> <strong>the</strong> need to addresscompeting interests. For this reason, <strong>Directorate</strong>s will beexpected to evaluate <strong>the</strong>ir activities critically on an ongoing basis. It will be necessary for <strong>the</strong>ACTPS to foster maturity in <strong>the</strong> evaluation system by:• building evaluation capability – <strong>the</strong> expertise, systems <strong>and</strong> structures to conductevaluations;• planning to evaluate, by embedding evaluation into policies <strong>and</strong> programs, <strong>and</strong>coordinating evaluation activity;• evaluating strategically, by prioritising <strong>and</strong> scaling evaluation activity in accordance withan assessment of materiality, risk <strong>and</strong> complexity;Strategy, Resource Allocation <strong>and</strong> <strong>the</strong> Vacant Middle Ground: 231
