Developers have to deal with three areas – l<strong>and</strong> development, l<strong>and</strong> delivery <strong>and</strong> managementof <strong>the</strong> end asset – LAPS, TAMS, <strong>and</strong> ACTPLA. An overall strategic policy is lacking. Therelationships, communication <strong>and</strong> performance between planning, l<strong>and</strong>-release <strong>and</strong> l<strong>and</strong>development must be improved.CBC does not believe that ACTPLA should be tasked with strategic l<strong>and</strong> use planning – itsprimary focus is on statutory planning - development approvals, process <strong>and</strong> compliance. Theconsequence is an adverse impact on <strong>the</strong> Government’s ability to deliver on its priorities –including affordable housing; sustainable transport & environmental sustainability.Strategic planning should sit within LAPS <strong>and</strong> draw on capability from TAMS. This strategicthinking should be applied by ACTPLA for guidance in processing development applications.The LDA should to be brought back into <strong>the</strong> Department. 230Fingers in <strong>the</strong> PieThere was a clear view expressed within <strong>and</strong> outside <strong>the</strong> ACTPS during consultations that<strong>the</strong>re are too many agencies active in <strong>the</strong> l<strong>and</strong> <strong>and</strong> planning arena <strong>and</strong> that <strong>the</strong>ir efforts are notalways aligned towards achieving Government priorities <strong>and</strong> delivering on Governmentpolicies.
