accreditation, dispute resolution <strong>and</strong> consumer <strong>and</strong> trader assistance, compliance <strong>and</strong>enforcement <strong>and</strong> education functions.ORS currently has responsibility for: parking operations <strong>and</strong> review; charitable collections,hawkers <strong>and</strong> outdoor cafes; WorkSafe ACT; fair trading <strong>and</strong> business regulation;Registrar General functions; tobacco <strong>and</strong> smoking regulation; <strong>and</strong> Unit Titles regulation.Like any significant structural change, creation of ORS has not been without its challenges,but <strong>the</strong>re are now opportunities to embed <strong>the</strong> existing reforms, <strong>and</strong> augment <strong>the</strong>m with <strong>the</strong>transfer of o<strong>the</strong>r similar streams of work.The Review endorses work done on a coherent compliance framework for ORS, <strong>and</strong>recognises <strong>the</strong> opportunities for greater streaming of work in <strong>the</strong> office between registration,inspection <strong>and</strong> compliance, <strong>and</strong> education. This is not an argument for multi-skilledsuper-regulators, but a reflection of <strong>the</strong> opportunities created through a critical mass of likestreams of work to enhance ways of working, supporting systems, <strong>and</strong> ultimately,effectiveness.ORS is already in <strong>the</strong> process of adding two fur<strong>the</strong>r functions to its responsibilities:Vulnerable People Background Employment Screening (from DHCS); <strong>and</strong> plastic bagregulation (from DECCEW).The Review recommends transport regulation <strong>and</strong> licensing (TAMS), <strong>the</strong> Traffic CameraOffice (TAMS) <strong>and</strong> occupational licensing (ACTPLA) be transferred to ORS. TransportRegulation includes accrediting providers of public passenger transport, testing for drivers’licences, auditing accredited driving instructors, registering <strong>and</strong> inspecting vehicles <strong>and</strong>auditing heavy vehicles for compliance.In part <strong>the</strong> proposed additions reflect a commonality of client base, as well as coherence inlocating like functions toge<strong>the</strong>r. It is also consistent with COAG’s reform agenda embodiedin <strong>the</strong> National Partnership to Deliver a Seamless National Economy. 199 The intention is tocreate a single point of contact for businesses so far as possible in relation to registration,regulation, <strong>and</strong> licensing.The Review notes that collocation of multiple functions is likely to create opportunities foralignment of information management <strong>and</strong> enforcement systems.
