Identify <strong>and</strong> implement measures to streamline recruitment processes whilemaintaining <strong>the</strong> principles of merit <strong>and</strong> transparency.Statutory Office HoldersStatutory offices are generally created to enable <strong>the</strong> function to be performed at arm’s lengthfrom <strong>the</strong> Government. The Territory has a number of such people who discharge specificstatutory responsibilities prescribed in enabling legislation.The Review’s comments on <strong>the</strong> role of statutory office holders appear in Chapter 3. Themodel of statutory office holders varies across <strong>the</strong> ACTPS. They are appointed on ei<strong>the</strong>r afull time or part time basis. Some are employed by <strong>the</strong> ACTPS as executives (or nonexecutives)<strong>and</strong> o<strong>the</strong>rs are appointed by <strong>the</strong> government to carry out prescribed statutoryfunctions. There are currently 16 fulltime statutory office holders who are not employed in<strong>the</strong> ACTPS <strong>and</strong> for whom <strong>the</strong> Remuneration Tribunal determines remuneration.The terms <strong>and</strong> conditions vary across statutory office holders <strong>and</strong> generally are not welldefined by <strong>the</strong> agreements. Although CMD has gone some way to st<strong>and</strong>ardisingarrangements, <strong>the</strong>re is room for improvement.Capability, Capacity <strong>and</strong> Effectiveness: 289
