Independent Competition <strong>and</strong> Regulatory CommissionThe Independent Competition <strong>and</strong> Regulatory Commission is a statutory body set up toregulate prices, access to infrastructure services <strong>and</strong> o<strong>the</strong>r matters in relation to regulatedindustries <strong>and</strong> to investigate competitive neutrality complaints <strong>and</strong> government-regulatedactivities. The Commission also has responsibility for licensing utility services <strong>and</strong> ensuringcompliance with licence conditions.Responsibility for <strong>the</strong> Independent Competition <strong>and</strong> Regulatory Commission Act (1997) 195 iscurrently allocated by <strong>the</strong> Administrative Arrangements to <strong>the</strong> Attorney-General. Followingconsultation with <strong>the</strong> Commissioner, <strong>the</strong> Review considers <strong>the</strong> alignment of functions <strong>and</strong>roles fits better with <strong>the</strong> Finance <strong>Directorate</strong>.Regulatory Reform – TransportAs a consequence of changes in TAMS in relation to transport regulation, <strong>the</strong>re are legacyitems in relation to maritime <strong>and</strong> heavy vehicle regulation which are of only modestimportance to <strong>the</strong> ACT, <strong>and</strong> are in any event <strong>the</strong> subject of ongoing national reform throughCOAG. The Review suggests <strong>the</strong> Finance <strong>Directorate</strong> be responsible for <strong>the</strong>se issues whichgo to microeconomic reform <strong>and</strong> regulatory policy, in which <strong>the</strong> ACT is a bit player.Gambling <strong>and</strong> Racing CommissionThe ACT Gambling <strong>and</strong> Racing Commission (<strong>the</strong> Commission) is an independent statutoryauthority established under <strong>the</strong> Gambling <strong>and</strong> Racing Control Act 1999 196 to control,supervise <strong>and</strong> regulate gambling <strong>and</strong> racing activities in <strong>the</strong> Territory. The responsibilities of<strong>the</strong> Commission incorporate <strong>the</strong> ongoing development <strong>and</strong> implementation of an integratedregulatory framework for all gambling activity in <strong>the</strong> ACT, including <strong>the</strong> casino, machinegaming, lotteries, racing (as provided in <strong>the</strong> Racing Act 1999 197 ), race <strong>and</strong> sports bookmaking<strong>and</strong> interactive gambling. The Commission also monitors <strong>and</strong> researches <strong>the</strong> social effects ofgambling <strong>and</strong> of problem gambling in <strong>the</strong> ACT.The Gambling <strong>and</strong> Racing Commission regulates <strong>the</strong> same venues as those regulated byORS.
