In determining what may constitute a whole of government service, <strong>the</strong> general principlesthat are applied include:• <strong>the</strong> service is common across <strong>the</strong> ACTPS;• <strong>the</strong>re is no practical need for <strong>the</strong> function to remain within a particular organisational unit(i.e. although all agencies provide <strong>the</strong>ir own <strong>Minister</strong>ial services, it would not be practicalto provide this service centrally); <strong>and</strong>• <strong>the</strong>re are clear benefits gained by placing <strong>the</strong> function into shared services (e.g. creatingefficiencies <strong>and</strong> <strong>the</strong> consolidation of expertise).Based on <strong>the</strong>se criteria, a number of functions were suggested in consultations for inclusionin Shared Services in <strong>the</strong> future including management of fleet vehicles <strong>and</strong> operationalinjury management. The SSGC should provide advice to Cabinet on <strong>the</strong> implementation of<strong>the</strong>se proposals once <strong>the</strong> transfer to Finance <strong>Directorate</strong> has been successfully implemented<strong>and</strong> <strong>the</strong> outcomes of <strong>the</strong> reviews being prepared by <strong>the</strong> Expenditure Review <strong>and</strong> EvaluationCommittee are available.Non-Specialist Vehicle Fleet ManagementPrior to February 2009, Rhodium Asset Solutions was <strong>the</strong> ACT Government fleet manager.As a government owned enterprise, much of Rhodium’s business was customised to suit <strong>the</strong>needs of its primary customer - <strong>the</strong> ACT Public Sector. This high level of service deliveryallowed agencies to coordinate <strong>the</strong>ir fleet management requirements with minimal resources.However, when Shared Services was launched, officers who had previously coordinated fleetmanagement within line agencies were transferred to Shared Services. SG Fleet took up <strong>the</strong>ACT Government fleet management contract in February 2009. For most agencies, this hasnecessitated increased involvement in coordination <strong>and</strong> fleet management tasks by agencybased corporate staff or facility managers.There is an argument that non-specialist fleet management (e.g. Executive or pool passengercars) could be undertaken by Shared Services, although <strong>the</strong> rationale is more likely to beconsistency <strong>and</strong> coordination ra<strong>the</strong>r than significant financial efficiency given that thisfunction is not a full time role in most agencies.Work Safety <strong>and</strong> Workers’ CompensationA commonly expressed view was that <strong>the</strong>re is an urgent need to enhance <strong>the</strong> capability ofofficials exercising <strong>the</strong> non-transactional services associated with procurement, informationtechnology, <strong>and</strong> people <strong>and</strong> capacity services. There was also a clearly held view that <strong>the</strong>rewas a need for greater clarity between <strong>the</strong> role of policy (exercised by central agency),strategic operations (exercised by client <strong>Directorate</strong>s) <strong>and</strong> operational service delivery(exercised by Shared Services).In response to deteriorating outcomes for ACT Government injured workers <strong>and</strong> anincreasing workers' compensation premium, <strong>the</strong> Office of Industrial Relations in <strong>the</strong> currentCMD (OIR) has undertaken a review of workers’ compensation management arrangementsAdministrative Arrangements Changes: 139
