The extent of cross border service delivery by <strong>the</strong> ACTPS means crossborder service data is a continuing issue, particularly in <strong>the</strong> context of <strong>the</strong> need to supportcost recovery through CGC processes.Relationships with <strong>the</strong> region have been part of <strong>the</strong> current <strong>Chief</strong> <strong>Minister</strong>’s Department(CMD) policy responsibility for some time, covering support for <strong>the</strong> Regional Leaders’25Forum (RLF) established in 1995 as well as development of <strong>the</strong> Regional ManagementFramework with NSW, which was finalised in 2006. This provides a framework forresolving cross border matters <strong>and</strong> planning issues.23 <strong>Chief</strong> <strong>Minister</strong>s Department (2010) ACT Population Projections for Suburbs <strong>and</strong> Districts, 2007 to 2019 <strong>and</strong> New SouthWales Statistical Local Area Population Projections 2006 – 2036. ACT Government, Canberra.24 The Region is generally referred to as <strong>the</strong> Australian Capital Region consisting of <strong>the</strong> ACT <strong>and</strong> <strong>the</strong> 14 surrounding LocalGovernment Areas of Bega Valley, Bombala, Boorowa, Cooma-Monaro, Eurobodalla, Goulburn Mulwaree, Harden,Palerang, Queanbeyan, Snowy River, Tumut, Upper Lachlan, Yass Valley <strong>and</strong> Young.25The Regional Leaders’ Forum (RLF) is an information sharing forum to provide an opportunity for <strong>the</strong> ACT government, LocalGovernments surrounding <strong>the</strong> ACT; <strong>State</strong> <strong>and</strong> Federal Members of Parliament; <strong>and</strong> Regional Development AustraliaCommittees within <strong>the</strong> region <strong>the</strong> RLF covers, to speak directly about regional issues. It is co-chaired by <strong>the</strong> <strong>Chief</strong><strong>Minister</strong> <strong>and</strong> <strong>the</strong> NSW <strong>Minister</strong> for Planning. Membership of <strong>the</strong> RLF has grown to include:• NSW Local Councils with an association with <strong>the</strong> ACT (Eurobodalla, Young, Boorowa, Upper Lachlan Shire,Harden, Yass Valley, Goulburn –Mulwaree, Queanbeyan, Palerang, Snowy River, Cooma-Monaro, Bombala,Tumut Shire, Tumbarumba, Cootamundra, Gundagai <strong>and</strong> Bega Valley);• NSW <strong>and</strong> Federal members of parliament with seats in RLF <strong>the</strong> region;• Chairs <strong>and</strong> Executive Officers from <strong>the</strong> RDA Committees whose area falls within <strong>the</strong> RLF region; <strong>and</strong>• <strong>the</strong> ACT <strong>and</strong> NSW Governments.Context for <strong>the</strong> Review: 40
