Recommendation: Governance• <strong>the</strong> proposed <strong>Chief</strong> <strong>Minister</strong>’s Department adopt a st<strong>and</strong>ard model for <strong>the</strong> appointment <strong>and</strong> terms<strong>and</strong> conditions for fulltime <strong>and</strong> part-time statutory office holders• review <strong>the</strong> arrangements of ACTPS engaged part-time statutory office holders.• In keeping with <strong>the</strong>ir independence, <strong>the</strong>se offices should receive appropriation funding in <strong>the</strong>irown right. While <strong>the</strong> level of resourcing for those officers is properly a matter for <strong>the</strong> governmentto determine in setting <strong>the</strong> Budget, it is appropriate that funding for independent office holders beappropriated directly to <strong>the</strong>ir offices.Shared ServicesThe Review has considered <strong>and</strong> endorses <strong>the</strong> model of Shared Services <strong>and</strong> notes concurrentwork by <strong>the</strong> Expenditure Review <strong>and</strong> Evaluation Committee reviewing its operations.Throughout <strong>the</strong> Review, <strong>the</strong>re was general support for <strong>the</strong> Shared Services model. While <strong>the</strong>establishment of Shared Services has begun <strong>the</strong> process of removing duplication <strong>and</strong>enhancing efficiencies, <strong>the</strong>re was also consensus that more could be done to embed <strong>and</strong>enhance <strong>the</strong> function <strong>and</strong> operation of Shared Services. A consistent view was expressed thattransactional finance <strong>and</strong> people <strong>and</strong> performance were being delivered satisfactorily, but<strong>the</strong>re was particular scope for improvement in relation to procurement, informationtechnology, <strong>and</strong> provision of <strong>the</strong> next layer of people <strong>and</strong> performance services.There was also a clearly held view about <strong>the</strong> need for greater clarity between <strong>the</strong> role ofpolicy (central agency), strategic operations (client agencies) <strong>and</strong> operational service delivery(Shared Services). In practice, when <strong>the</strong> policy function is under both capacity <strong>and</strong> resourcingpressure <strong>the</strong> operational service provider (Shared Services) may at <strong>the</strong>ir own initiative stepinto <strong>the</strong> whole of government policy <strong>and</strong> strategic program delivery areas. This responsefur<strong>the</strong>r compounds <strong>the</strong> desiccation of responsibility between <strong>the</strong> policy function <strong>and</strong>operational service deliverer.Capability, Capacity <strong>and</strong> Effectiveness: 290
