CHAPTER SEVEN: SUSTAINABILITY, HOUSING AFFORDABILITY,TRANSPORTIntroductionThe governance, structural <strong>and</strong> capability changes proposed in earlier chapters are not ends in<strong>the</strong>mselves: <strong>the</strong>y are <strong>the</strong> means to improve <strong>the</strong> capacity <strong>and</strong> effectiveness of <strong>the</strong> ACTPS insupporting <strong>the</strong> Government’s delivery of its vision <strong>and</strong> priorities for <strong>the</strong> city. Indeed, this is at<strong>the</strong> heart of <strong>the</strong> Review’s purpose as outlined by <strong>the</strong> <strong>Chief</strong> <strong>Minister</strong>:Government wanted to be sure that <strong>the</strong> configuration of <strong>the</strong> public sector remainedappropriate for meeting <strong>the</strong> broad-ranging needs of government <strong>and</strong> to deliver on <strong>the</strong>Government's agenda for <strong>the</strong> remainder of <strong>the</strong> term, particularly in relation to majorpriorities such as sustainability, housing affordability <strong>and</strong> transport, which crosstraditional agency parameters. 392This Chapter provides an overview of issues raised during consultations <strong>and</strong> in Submissionsto <strong>the</strong> Review in connection with those three major priorities, including an outline of somecurrent strategies <strong>and</strong> activities in which <strong>the</strong> ACTPS is engaged.SustainabilityWhat is Sustainability?If you were to ask ten people what ‘sustainability’ means you would probably get ten or moredifferent answers, illustrating <strong>the</strong> evolving nature <strong>and</strong> underst<strong>and</strong>ing of sustainability as aconcept in light of <strong>the</strong> emergence of climate change as a critical public policy issue.The most globally accepted definition of sustainability is drawn from a report by <strong>the</strong> WorldCommission on <strong>the</strong> Environment <strong>and</strong> Development. The <strong>the</strong>n Secretary-General of <strong>the</strong> UNestablished <strong>the</strong> Commission, Chaired by Gro Harlem Brundtl<strong>and</strong>, in 1983 to assess <strong>and</strong>identify environmental concerns around <strong>the</strong> world <strong>and</strong> determine strategies for addressing<strong>the</strong>m. The Brundtl<strong>and</strong> Commission highlighted issues spanning living conditions, resources,population pressures, international trade, education, <strong>and</strong> health.392 Stanhope, J.
