Department of <strong>Treasury</strong>(Option A – <strong>Chief</strong> <strong>Minister</strong>’s Department, Finance <strong>Directorate</strong> - Treasurer)(Option B – Finance <strong>Directorate</strong> – Treasurer)OverviewThe role of <strong>the</strong> central agencies was <strong>the</strong> subject of considerable discussion duringconsultations for <strong>the</strong> Review. The current <strong>Treasury</strong> provides strategic taxation, financial <strong>and</strong>economic policy advice <strong>and</strong> services to <strong>the</strong> ACT Government. As part of this support, itplays a crucial role in overseeing expenditure by <strong>the</strong> ACTPS, <strong>and</strong> scrutinising <strong>and</strong> providingassurance to Cabinet on <strong>the</strong> costings of new policy proposals. In <strong>the</strong> Commonwealth <strong>and</strong>o<strong>the</strong>r states, this task is usually referred to as <strong>the</strong> “Finance” function.Given <strong>the</strong> importance of this function to <strong>the</strong> work of <strong>the</strong> current <strong>Treasury</strong>, <strong>and</strong> in partreflecting <strong>the</strong> relative size of <strong>the</strong> ACT economy in <strong>the</strong> national context, <strong>the</strong> Reviewrecommends this function be recognised in <strong>the</strong> <strong>Directorate</strong>’s name.<strong>Treasury</strong> currently reports to two <strong>Minister</strong>s in two ministries:<strong>Minister</strong> Portfolio FunctionsKaty Gallagher MLA Treasurer Budget <strong>and</strong> financial reportingCompetition policyFiscal <strong>and</strong> economic policyGovernment business enterprises ownership policyInsurancePublic Sector Superannuation Fund ManagementRegulatory reformTaxation <strong>and</strong> revenueAndrew Barr MLA<strong>Minister</strong> for Gaming<strong>and</strong> RacingGamingRacingAdministrative Arrangements<strong>Treasury</strong> was created in August 1999 as <strong>the</strong> Department of <strong>Treasury</strong> <strong>and</strong> Infrastructure out of<strong>the</strong> Office of Asset Management <strong>and</strong> Office of Financial Management in CMD.
