ATTACHMENT B: CONSULTATIONConsultation processIn announcing <strong>the</strong> review, <strong>the</strong> <strong>Chief</strong> <strong>Minister</strong> indicated that <strong>the</strong>re would be opportunities forconsultation <strong>and</strong> to make submissions to <strong>the</strong> Review. In addition to submissions, informationto support <strong>the</strong> Review was collected from a range of sources, including public documents,interviews with stakeholders <strong>and</strong> in discussions with officials <strong>and</strong> stakeholder groups.A dedicated Review website was established as a means of establishing a public interface athttp://www.actpsreview.act.gov.au . The website provided details about <strong>the</strong> Review,including terms of reference, contact details for <strong>the</strong> Review Secretariat <strong>and</strong> information about<strong>the</strong> public submission process. Submissions were also posted on <strong>the</strong> Review website (exceptthose who requested <strong>the</strong>ir Submission remain confidential to <strong>the</strong> Review).Submissions to <strong>the</strong> ReviewA call for public submissions to <strong>the</strong> Review was advertised in The Canberra Times onSaturday 11 & 18 September <strong>and</strong> 23 & 30 October 2010 <strong>and</strong> in The Chronicle on21 September. The call for submissions was also distributed across <strong>the</strong> public sector via an allstaff email on 14 September. As noted above, details of <strong>the</strong> public submission process werealso posted on <strong>the</strong> Review website.An Information Protocol <strong>and</strong> Snapshot of <strong>the</strong> ACT Public Sector were made available from<strong>the</strong> website to inform submissions to <strong>the</strong> Review.The Review received 28 Submissions <strong>and</strong> <strong>the</strong>se are listed below. In accordance with <strong>the</strong>Information Protocol, submission sponsors were asked to confirm <strong>the</strong>ir willingness for <strong>the</strong>irsubmission to be published. In addition, <strong>the</strong> Review Secretariat also considered whe<strong>the</strong>r anymaterial should not be released on one or more of <strong>the</strong> following grounds:• it would unreasonably disclose personal information;• it would disclose <strong>the</strong> deliberations of <strong>the</strong> Cabinet;• it would affect <strong>the</strong> enforcement of <strong>the</strong> law or <strong>the</strong> protection of public safety;• it would have a substantial adverse effect on <strong>the</strong> financial or property interests of <strong>the</strong>Territory;• it would constitute a breach of confidence, legal professional privilege, parliamentaryprivilege, or relevant ACT or Commonwealth law; or• it would have a substantial adverse effect on <strong>the</strong> proper <strong>and</strong> efficient conduct of <strong>the</strong>operations of an agency.No submissions, or parts of submissions, were withheld by <strong>the</strong> Review Secretariat.Attachments: 328
