The Problem and Some Context.The controversy over “patent trolls,” which has been simmering for years, has finally heatedup and caught the attention of state and federal legislators, attorneys general and evenPresident Obama. Patent trolls, more objectively referred to as Non-Practicing Entities(NPEs), are companies formed to purchase patents and then, without using them toproduce any products, enforce the patents through licensing programs or litigation.
