113Chapter 5 – Scope of Practice of Medical Laboratory Technologysubmissions were invited <strong>and</strong> several meetings were held with a number ofindividuals <strong>and</strong> organizations. This section summarizes the findings arisingfrom the literature <strong>and</strong> jurisdictional reviews, as well as the input HPRACreceived through its extensive consultations.Literature ReviewThere is a shortage of literature related specifically to issues concerningMLTs’ scope of practice. The literature, however, does include research on anumber of issues related to the field of laboratory technology that can helpinform discussions about scope of practice. These issues include growth<strong>and</strong> other trends in laboratory testing, appropriateness/inappropriatenessof testing, laboratory mistakes/errors, <strong>and</strong> guidelines <strong>and</strong> performancemeasures for error reduction. The following is an overview of key themes inthe literature.Scope of PracticeThe laboratory is an integrated <strong>and</strong> complex system involving a widevariety of interactions among different parts <strong>and</strong> players of the healthsystem. 35 Medical laboratory technology is strongly influenced by thedevelopments of new technology <strong>and</strong> new scientific testing discoveries. 36Evidence-based culture underpins the practice of laboratory medicine. Todate, however, evidence-based medicine appears to have had limited actualimpact on laboratory medicine. A more evidence-based approach is neededto inform education <strong>and</strong> training of health professionals <strong>and</strong> supportclinical decision-making <strong>and</strong> resource allocation. 37The changing role <strong>and</strong> duties of MLTs are being affected by the availabilityof real-time laboratory results, more effective tests, enhanced clinicalconsulting roles, involvement in therapeutic decisions, efforts to preventrather than cure disease, shift from anecdotal care to evidence-basedmedicine <strong>and</strong> the assessment of outcomes for laboratory tests. 38The use of laboratory technicians for routine or automated testing is acurrent trend that is expected to continue. This development alsoreinforces the trend toward educating <strong>and</strong> training multi-skilled laboratorytechnologists who can respond effectively to changes in their role. 3935De Capitani, C.
