367Chapter 15 – Profession of PhysiotherapyIn this current review of prescribing <strong>and</strong> use of drugs by health professions,the CPO <strong>and</strong> the OPA are consistent with their recommendation thatphysiotherapists have demonstrated their competencies to administercertain drugs <strong>and</strong> substances by inhalation. 4HPRAC’s Central ResponseHPRAC concluded in its review of the scope of practice of physiotherapythat members have the knowledge, skill <strong>and</strong> judgment as entry to practisecompetencies, to administer oxygen or other drugs or substances byinhalation. The procedure must be ordered by persons authorized to do so<strong>and</strong> can be undertaken within the practice of physiotherapy interventionsto maintain or improve cardiopulmonary function.Physiotherapy in OntarioThe practice of physiotherapy has evolved significantly over the last 20years, as practitioners’ skills are being maximized in new models ofcollaborative care. 5 The current scope of practice of physiotherapy is “theassessment of physical function <strong>and</strong> the treatment, rehabilitation <strong>and</strong>prevention of physical dysfunction, injury or pain, to develop, maintain,rehabilitate or augment function or to relieve pain”. 6 The profession isseeking, <strong>and</strong> HPRAC recommended in its recent review of the scope ofpractice of physiotherapy, a broadened scope of practice to reflect the fullcompetencies of members of the profession.Physiotherapy is governed through the Regulated <strong>Health</strong> <strong>Professions</strong> Act,1991 (RHPA) <strong>and</strong> the Physiotherapy Act, 1991. The CPO is the regulatorybody for the profession <strong>and</strong> ensures safe, effective physiotherapy carethrough regulations, by-laws <strong>and</strong> st<strong>and</strong>ards of practice to which allmembers must adhere. The CPO sets st<strong>and</strong>ards for entry into theprofession <strong>and</strong> develops programs to enhance the practice ofphysiotherapists in Ontario. The OPA is the voluntary professionalassociation representing physiotherapists throughout the province.
