423Chapter 18 – Summary of Proposals for Implementation41. The College shall develop, establish <strong>and</strong> maintain st<strong>and</strong>ards ofpractice for those procedures performed under the authority ofparagraph 3 of section 4 of the Act.42. The st<strong>and</strong>ards of practice referred to in section 41 shall bedeveloped on the recommendation of the Dental Hygiene St<strong>and</strong>ardsCommittee.43. For the purposes of section 42, the College shall establish theDental Hygiene St<strong>and</strong>ards Committee referred to in section 42 <strong>and</strong>shall appoint the membership of the Dental Hygiene St<strong>and</strong>ardsCommittee, which shall include, at a minimum, one or more:a) members of the Council;b) members of the College (including practitioners <strong>and</strong>educators);c) persons who are not <strong>and</strong> have not been members of theCollege or of the Council;d) members of the Royal College of Dental Surgeons of Ontario,approved by the Royal College of Dental Surgeons of Ontario;<strong>and</strong>e) members of the Ontario College of Pharmacists, approved bythe Ontario College of Pharmacists.44. The College shall post the following on its website:a) the st<strong>and</strong>ards of practice referred to in section 41; <strong>and</strong>b) a list of those members, who are authorized to perform aprocedure under the authority of paragraph 3 of section 4 of theAct.5. That section 15 of Ontario Regulation 218/94 under the Dental HygieneAct, 1991 (General) be amended by adding the following paragraphs:1.1 Exceeding the scope of practice of the profession.48. Prescribing, dispensing, selling, compounding or using a drug orsubstance for an improper purpose, or otherwise using improperlythe authority to prescribe, dispense, sell, compound or use drugs orsubstances.49. Contravening, while engaged in the practice of dental hygiene,any federal or provincial law or municipal by-law with respect to thedistribution, sale, prescribing or dispensing of any drug or mixtureof drugs.HPRAC Critical Links January 2009
