446Chapter 18 – Summary of Proposals for Implementation4.2 A member shall not perform a procedure under the authority ofparagraph 3 of section 4 unless the substance is prescribed by amember of a College as defined in the Regulated Health ProfessionsAct, 1991 who has the authority to make the prescription.Individual scope of practice for pharmacists4.3 A member is responsible for identifying the limits of his or hereducational preparation and competencies, and for resolvingsituations beyond his or her expertise by consulting with orreferring patients to other health care professionals.4. That the Pharmacy Act, 1991 be amended by adding the followingsection:Regulations14. Subject to the approval of the Lieutenant Governor in Counciland with prior review by the Minister, the Council may makeregulations,(a) regulating the prescribing of drugs by members, requiringmembers to keep prescribed records and to provide to the Ministerreports containing prescribed information respecting theprescribing of drugs; and(b) specifying requirements for the performance of proceduresunder the authority of paragraphs 2 or 3 of section 4.5. That section 28 of PART IV of Ontario Regulation 202/94 under thePharmacy Act, 1991 (General) be amended by adding the following:(4) It is a term, condition and limitation of a certificate of registrationof any class that the holder who performs a procedure under theauthority of paragraph 3 or 4 of section 4 of the Act must: (a)provide satisfactory evidence of successful completion of a programthat meets approved criteria; and (b) ensure the procedureperformed does not exceed the level of training completed.(5) It is a term, condition and limitation of a certificate of registrationof any class that the holder who performs a procedure under theauthority of paragraph 2, 3 or 4 of section 4 of the Act must ensurethe procedure is performed in accordance with any standards ofpractice established and published by the College from time to time.(6)(a) For the purposes of this section, “Drug List” has the meaninggiven to it in the Regulated Health Professions Act, 1991.(b) A member may prescribe the following classes of drugs:i. antihistamine drugs,ii. anti-infective agents,iii. autonomic drugs,HPRAC Critical Links January 2009
