Building on the RHPA, HPRAC is recommending ways to makethe regulatory framework more flexible and adaptable, while strengtheningthe accountability of colleges and their members.As outlined in chapter two, the proposed approach allows for the evolutionof professional practice over time, through standards of practice withlegal force adopted by health colleges. This is balanced with an enhancedrole for the colleges to more actively regulate the health profession in thepublic interest.As such, additional safeguards are proposed for standards regardingauthorities to prescribe, dispense, sell, compound or administer drugs orsubstances. Under the proposed system, health professionals will followstandards of practice established by their colleges.
